Overview

The Resource Developer /Foster Parent Recruiter is responsible for the training and relicensure of current Family Foster Care parents as well as assisting with the recruiting of new Family Foster Care Parents. The Recruiter will develop territories, increase targeted populations, develop sales plans, and develop rapport with potential candidates, and help increase awareness of the need for families. The Resource Developer is also responsible for taking new families through the SAFE and state licensing process and an abbreviated annual renewal process of their foster care license.

Responsibilities Coordinates and engages in recruitment and awareness activities to recruit prospective foster parents and build community awareness relationsDevelops and implements proactive, strategic recruitment plans designed to attract and certify qualified candidates, while maintaining a pipeline of both active and passive candidates for future training and certificationResponds to new foster parent inquiries by phone within 24 hoursDevelops strategies to support efforts for general, targeted and child-specific recruitment and marketingUnderstands and follows all agency and state licensing requirements and always ensure foster parents’ compliance with regulationsWorks through and complete recertification process with current foster parents, including the completion of necessary documentation requiredCompletes parent interviews, background clearances, home inspections to evaluate suitability, safety, and well-being of youth placed in the homesMaintains foster parent files in compliance with agency and state regulationsAssists in the placement process and successful matching of youth and foster parents based on the needs of referred youth and the level of training, strengths and expertise of the foster familyMaintains professional boundaries, conduct and confidentiality and other governmental laws and regulations, agency policy and licensure ethicsAttends all company required meetings, as well as, community meeting to provide on-going collaboration with referral sources and community providersProvides support to all members of the treatment team, including case manager, therapist, foster parents and youth to ensure needs are met and placement stabilityEnsures safety and well-being of all youth in care by observing for signs of abuse and/or neglectTravels to affiliate locations to work with managers; frequent travel associated with recruitment events requiredParticipates in the developmental implementation of Corrective Action Plans for foster parents in conjunction with the program supervisorProvides services that respect each family and youth’s cultural background, heritage and identityConducts Monthly Foster Parent record reviews; 25% each month Conducts Monthly Foster Parent Meetings and monthly Foster Parent trainings Qualifications Bachelor’s degree from in Social Work, Psychology, Childhood Education, Education Counseling and Psychology, or other Human Service, Behavioral Science field or Public Administration fieldMinimum of one year of work experience in a Child Placing Agency, the Department of Family and Children Services, or Non-Profit Agency; one to two years of experience in resource development/ foster parent recruitment and retentionOne year of marketing, fundraising, and event coordination is a plusSAFE certified Home Study Writer preferredOne to five years’ experience in full cycle recruiting in a fast paced, professional oriented environment; experience in sales, insurance or financial services recruitment desiredIMPACT CertificationStrong recruiting mentality and a general understanding of a recruiting life-cycle from sourcing/lead generation to filling positionsDemonstrated knowledge of vast recruiting strategies, including savvy social media platformsStrong attention to detail, highly organized, highly energetic, and positiveEffective at cold calling, pursuing warm leads, and transforming candidates into new colleaguesAbility to remain customer focused and use independent judgement in problem solvingStrong interpersonal skills Strong project management, new business development and customer retention skillsA documented track record of achieving targeted objectivesPossess critical thinking skills, supported by intellectual curiosity and sound business judgmentOutstanding telephone presence and superior written communication skills; team player and natural leader; competitive About our Line of Business StepStone Family and Youth Services provides the full spectrum of support to children in need of alternative, safer and more positive living environments with residential and family services.
