Position Title: Resource Efficiency Manager
Location: Santa Rita, Guam
Position Type: Full-Time
Key Responsibilities
+ + Conduct energy audits of JRM facilities on Guam (NBG & MCB).
+ Review and analyze utility metering and billing data for NBG and MCB Guam.
+ Identify and develop energy conservation measures (ECMs) for implementation.
+ Prepare life cycle cost analyses (LCAs) and comprehensive project documentation.
+ Develop and manage energy management projects, ensuring timely completion.
+ Recommend and implement Operations & Maintenance (O&M) improvements for increased energy efficiency.
+ Collect and analyze data, creating accurate and insightful reports for JRM leadership.
+ Conduct energy awareness and training activities for base personnel.
+ Conduct measurement and verification services to track ECM effectiveness.
+ Support building commissioning activities.
Required Work Experience/Education
+ + Must meet one of the following:
+ A four-year engineering degree (preferably in mechanical or electrical engineering) with a minimum of 3 years of experience in energy management.
+ An Environmental Science, business, or related degree with a minimum of 5 years of experience in energy management.
+ A two-year technical degree with a minimum of 8 years of experience in energy management.
+ A non-degreed REM with a minimum of 10 years of experience in energy management.
Required Experience
+ + Must possess Certified Energy Management (CEM) certification.
+ Strong verbal and written communication skills.
+ Proven organization and project management skills.
+ Critical thinking and decision-making skills coupled with strong analytical and problem-solving abilities.
+ Ability to work independently and manage time effectively to meet deadlines.
+ Ability to collaborate effectively in a team environment.
+ Adaptability and comfort working in a fast-paced and potentially unstructured environment.
+ Ability to translate complex ideas into practical processes and tactical plans.
+ Proficient in standard office computer software (e.g., Excel, Word, PowerPoint).
+ Demonstrates leadership by example and facilitates open communication.
+ Knowledge of Heating, Ventilation, and Air Conditioning (HVAC) systems.
+ Ability to audit complex systems, diagnose inefficiencies, and develop practical solutions.
+ Ability to conduct fieldwork to identify energy conservation opportunities.
Desired Experience

+ Experience working on military installations.
+ Project management professional (PMP) certification.
+ Familiarity with specific energy management software.
