Summary About the Position: The Resource Management Officer provides direct support and assistance to the Senior Commander, who is responsible for providing administrative control and Title 10 support to assigned and attached Forces Command units located on the installation. Responsibilities Advise on and brief resource strategy and status to senior leaders and higher Commands. Serve as technical expert on financial management activities to include, but not limited to, fiscal policy and law, Program Objective Memorandum, civilian pay issues, budget and program matters. Analyze resource and program requirement problems in order to recommend policies, plans and courses of action to resolve efficiency of programs. Investigate and resolve crucial funding problems, policy issues, and program elements affecting resource management functions. Plan, direct and evaluate work of administrative, technical, and clerical employees involved in financial management and analysis functions. Provide technical advice for the execution of manpower and management programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes demonstrated experience: 1) managing and analyzing installation level budget programs that includes financial management, budget services, manpower/management analysis, and program management; AND 2) directing work of others; AND 3) advising and briefing high level leadership on resource management functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Decision Support Financial Concepts, Policies, and Principles Financial Management Analysis Financial Stewardship Human Resources Management Organizational Performance Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
