Resource Management Specialist
Summary The incumbent supports the Alaska Flight Services Information Area Group (AFSIAG) manager with the management of program/project work activities, budget execution and/or the formulation activities surrounding Alaska Flight Services. Responsibilities Provides oversight and guidance with budget formulation and/or budget execution according to established federal regulations and practices for the Federal government. May act as a contributing specialist on large work activities or as a project manager for large projects/programs/activities. Applies experience and comprehensive knowledge applicable to budget and program analysis to plan and conduct functional activities for projects/programs. Duties include, but are not limited to the following: (1) Analyzes administrative policies and guidelines to provide management advice on the current and future optimal operation of assigned programs; (2) Develops financial spend plans and reports consistent with agency goals; (3) Analyzes actual financial data versus planned cost to evaluate program performance; (4) Interprets policies, procedures, and regulations and their impacts on maintaining a fiscal year budget; (5) Creates databases and support tools for performing trend analysis and identify process improvement with business operations; and (6) Supports acquisition management activities. Provides internal systems and project management support for financial data management system operations including, but not limited to, streamlining reporting from financial systems such as DELPHI, OBIEE, E2, and PRISM. Plans, coordinates, determines methodology for, and conducts research for new financial/accounting reporting under the minimal direction of a manager. Develops and recommends improvements to procedures and processes used for formulation, execution, tracking, reconciling, and reporting of financial resource needs and utilization. Improves the tracking processes of financial records in automated systems such as the FAA's cuff record and spend plan system, REGIS. Develops and recommends approaches to address current and anticipated problems and issues. Contacts are internal and external. Acts as a point-of-contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate policies and procedures both internally and externally. Qualifications Applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade/band (FG/GS-12 or FV-H). Specialized experience is experience that has equipped the candidate with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as: experience utilizing budget processes, procedures and requirements such as cost-benefit relationships, forecasting, and analysis to formulate, justify, and monitor the execution of the budget; experience preparing financial documents, reports, and budgets; and experience using Travel (E2), Budget (REGIS, DELPHI), Personal Property Accountability (AITS) and Acquisition (PRISM), etc., or similar software/programs/databases.
