Summary This position is part of the Defense Media Activity. The incumbent serves as the Resource Manager for the Headquarters, DMA, and supports other subordinate lines of business as directed. Responsibilities As a RESOURCE MANAGER at the GS-0301-13 some of your typical work assignments may include: Manages DMA Headquarters operations fiscal, manpower, and administrative resources, e.g., training management, security management, military and civilian human resources, civilian administrative actions, and facilities and logistics management. Collects, develops, analyzes, and provides data pertaining to personnel, budget, and programs for Headquarters programs, and plans immediate and long-range resource requirements. Serves as the principal coordinator and liaison with DMA Chief Human Capital Officer, Budget Office, and Acquisition and Procurement staffs. In coordination with the OCOO Requirements Officer, manages daily and long-term Headquarters program analysis and sets goals and objectives for the Headquarters strategy with associated internal controls. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience managing agency resources in areas such as, accountable property, transportation, travel, emergency and/or contingency planning and execution; negotiates Inter-Service Support Agreements (ISSA) including leasing and other funding issues. Developing and implementing a financial management program that meets all legal and regulatory requirements and permits effective control of resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within two years may subject the incumbent to adverse action.
