Summary Serves as the Resource Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to performs a number of activities related to the coordination and integration of a number of program segments pertaining to program budgeting and execution, financial reporting, cost saving initiatives, manpower, management, and organization and management studies. Responsibilities Analyzes unit cost reduction proposals for Store Operations Group, Area directors and HQ's Business Areas. Monitors and provides reports on the execution of the DeCA's strategic planning objectives, Action Plans, unit cost and performance metrics, and fiscal resources. Identifies cost and performance targets and define resource and functional requirements needed to attain those targets. Provides unique Program and Budget Guidance (PBG) to directors and budget policy and procedural guidance to all organizational echelons. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series 0501 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience: Analyzes productivity, workload and program accomplishment. Conducts organization studies, determines manpower needs, and recommends structure, mission transfer, and prepares justification for changes. Provides financial management advisory service relating to management plans, policies, and decisions involving important financial consideration. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. The incumbent must adhere to the guidelines and requirements of this certification program.
