Retail Development and Entitlements Lead

Position Objectives:

Deliver exceptional client service through expertise; effective communication and relationship management.Leverage technical expertise in retail development to guide successful project delivery from inception to full permit authorization and utility provisioning.  Areas of involvement might include but is not limited to advising landlord work letter lease negotiations; zoning; land use, environmental entitlement, and permit applications as well as utility coordination and acquisition.Analyze existing processes and responsibilities for the aforementioned areas of involvement. Develop new processes, playbooks, and responsibility details for all internal and external (landlords, developers; owner’s consultants (expeditor, architect, civil engineers, etc.)) participants.Develop and/or refine tracking mechanisms to quickly identify opportunities for project schedule acceleration and minimize the error rate.Develop and maintain database of Permit Expeditors, land use counsel and related SME’s in the development process.Assist with Consultant Assignments.  Monitor Workload, reporting, and overall performance of consultants and relevant subconsultants.Analyze success rates and refine best practices across the organization.Develop performance measures (KPI’s) for outside consultants.Troubleshoot and provide subject matter expertise for particularly complex or problematic developments.Provide peer reviews of Due Diligence reports.Provide root cause analyses on problematic submissions.

General Objectives

Work collaboratively with all internal and external parties to maximize performance and success while minimizing durations.Inspire and guide team members and colleagues, fostering a collaborative environment between transaction, design and construction teams.Contribute to company growth by achieving financial goals while meeting the specific requirements of retail construction.Contribute to the training and development of team members in methodologies and practices for successful retail project implementation.Enhance professional and personal skills continuously, with a focus on retail development trends.Provide clear and concise reports and communication between the client and project team.

Minimum Required Background:

Bachelor’s degree or equivalent experience in Architecture, Engineering, or Construction Management, or Business.  An advanced degree is advantageous, particularly with a focus on retail or commercial development.Minimum of 15 years of relevant experience in Civil Engineering, Architecture, or real estate development, with a strong emphasis on first- and second-generation retail construction projects both ground-up and in-line.Comprehensive understanding of zoning laws, land use regulations, and the entitlement process across various jurisdictions.Understanding principals of land use planning and zoning codes and regulations, variance and special use approvals, PUDs, and subdivision processes is vital.Strong knowledge of federal and local governmental authorities having jurisdiction; building codes, environmental regulations, and other pertinent laws affecting retail development.Understanding principals of land surveying and title work.Experience with utility provider “Will serve” requirements.Environmental experience with soil contamination, floodplain, and wetland mitigation– helpfulProven track record in overseeing and managing projects from lease negotiation to entitlement, permitting, construction and close-out.Extensive knowledge of retail space design and construction requirementsConstruction background involving due diligence of physical site and structure conditions, implementation of soils remediation and storm water managementSkilled in management programs:ExcelMS Project – helpful but not required.

Estimated total compensation for this position:

165,000.00 – 200,000.00 USD per year

The total compensation range is an estimate and not guaranteed. An employment offer is based on an applicant's education, experience, skills, abilities, geographic location, internal equity and alignment with market data .
