Kimley-Horn is looking for an Experienced Right-of-Way (ROW) Agent in the Lehi, Utah (UT) office! This is not a remote position.
ResponsibilitiesThe Right-of-Way (ROW) Agent is responsible for various ROW and real estate-related activities, including acquisition, appraisal, records management, systems maintenance, relocation assistance, and property management. This role involves interacting directly with the public, negotiating property acquisitions, and providing advisory services to displaced families and businesses. The ROW Agent will support acquisition efforts for public, power, and private clients, and will be involved in both office and field work.
Key Responsibilities
Acquisition and Negotiation: Negotiate property acquisitions involving land, residences, businesses, non-monetary benefits, and design issues that may be complex or non-complex. Acquire various property rights, including land in fee, easements, license agreements, and use permits. Conduct negotiations with landowners for public infrastructure projects, utility corridors, or any other agency needs using established negotiation skills and techniques. Prepare and analyze land and ROW agreements, deeds, easements, leases, permits, and licenses. Provide direction and management to land acquisition subcontractors, appraisers, and review appraisers. Advisory and Relocation Services: Provide advisory services to displaced families and businesses, perform relocation planning activities, and develop relocation housing payments. Prepare and/or review relocation claim packages and work with public agencies to provide for the needs of displaced individuals or businesses. Property Management and Valuation Services: Provide property management assistance, develop asbestos abatement plans, and oversee the demolition and removal of improvements on ROW projects. Provide appraisal support and assistance as needed, including project analysis and support in preparing right-of-way cost estimates. Provide Appraisal Waivers as per the Federal Uniform Act as needed and directed. Documentation and Records Management: Maintain up-to-date records of contact attempts and parcel-related data in the company database. Document preparation, title verification/search, valuation determination, and appraisal review. Ensure compliance with company and site safety policies. Client Interaction and Project Management: Manage client expectations related to deliverables and participate in public involvement meetings. Coordinate team efforts, including database management, meetings, and reports. Participate in project proposals and presentations and assist with client development and maintenance. QualificationsQualifications
Education and Experience: Minimum of five to seven years of related experience (ten years preferred for some positions). Entry-level positions may require a high school diploma or GED, with relevant experience considered. Licenses and Certifications: Real Estate License required Membership in the International Right of Way Association (IRWA) preferred. Notary Public designation required. Valid driver's license and a satisfactory driving record. Skills and Competencies: Strong analytical, interpersonal, writing, and communication skills. Ability to read and interpret maps, plans, title, and appraisal reports. Proficiency with Microsoft Office Suite, Google Earth, ArcGIS, Adobe Professional or Bluebeam, and data management software. Ability to travel up to 50% of the time during busier periods. Strong work ethic, commitment to quality, and effective time management skills. Positive client-oriented, take-charge attitude. Capable of managing and balancing multiple tasks/priorities and performing well under deadline pressure.
