Right-Of-Way Technician

Position Description

PRIMARY PURPOSE: Traveling the right-of-way, inspects, maintains, repairs, coordinates activities, and enforces procedures on assigned section of the right-of-way, including piping, equipment and the physical state of the right-of-way (i.e. vegetation). Prepares various documents and reports, provides first call and emergency assessment and repair response, and promotes and maintains diplomatic relationships with landowners, contractors, developers, and governmental & regulatory agency officials. May perform work at tank farms and any other company location as directed.

JOB RESPONSIBILITIES:

Maintains good public relations with property owners, highway departments, pipelines, utilities, regulators and city and county officials.

Makes regularly scheduled ground inspections of pipeline right-of-way in high-exposure areas.

Insures that one-call requests are properly checked and a follow up performed.

Inspects routine maintenance and pipeline repairs; relocation, casings, lowering and coating of pipeline made necessary because of highway construction, subdivision development or other conflict.

Maintains, repairs and inspects work equipment.

Prepares Crossing Permits, Development Agreements, etc. and consults with Area Engineering Associate, Regulatory Affairs, and Atlanta Technical Support as necessary.

Prepares change diagrams and checks those prepared by others for accuracy and completeness prior to submitting them to Atlanta Technical Support and posts pertinent change diagram information on locally maintained strip maps (DOT record copy at the area location).

Insures that pipeline marker signs are adequately placed to insure constant identification of the right-of-way.

Makes repairs and minor adjustment and/or assists Engineering Associate with repairs or adjustments to cathodic protection systems.

Prepares and maintains various reports, documents, budgets, including maintaining aerial patrol reports.

Provides assistance in planning, budgeting, coordinating and executing pipeline right-of-way maintenance as directed by the supervisor in the following areas: right-of-way cutting, erosion control, pipeline surveillance, road marker maintenance, river crossing inspection, and block valve inspection and maintenance.

Provides assistance as requested in regard to piping modification or repair, yard and drainage modification or repair. Directs maintenance work such as movement of heavy equipment for inspection, cleaning and repair. Directs moving of heavy equipment, filter units, large valves, etc.

Assists in preparing plans and cost estimates for annual capital and operating expense budget requirements.

Knowledge of all emergency response activities detailed for Pipeline Oil Spill Contingency Plan and performs emergency response activities as directed. Is certified to Hazardous Materials Technician level (24 hours HAZWOPER training).

Trains / assists in the training of new Operations & Maintenance employees.

Position Requirements

High School Graduate or equivalent. BS Degree a plus.

Advanced pipeline repairs, safe welding practices & procedures, safe operation of vehicles, trailers & small boats, knowledge of safe trenching and shoring, knowledge of hoists and cranes and their rigging, experience in line excavation and lowering, minor carpentry, experience in inspection of all aspects of pipeline & right-of-way repair.

Knowledge of basic principles of pipeline mechanical and electrical equipment & ability to troubleshoot and repair.

Read, troubleshoot, and perform minor repairs to rectifier.

Ability to diplomatically and professionally deal with people, even when the other personal is confrontational, including the ability to direct and coordinate activities of other employees and contractors.

Must have and maintain a valid driver’s license and be insurable by the Company Insurance Carrier.

Must be able to take direction and supervision.

Must be capable of reading and comprehending written communications.

Must have good math skills.

Must have basic computer skills

Must be willing to travel and drive own vehicle.

Must be available to work overtime and respond to call outs.

Must be able to work outdoors in all weather conditions, day or night.

Must be able move over any terrain and be able to lift/move up to 100 lbs. occasionally and lift/move up to 50 lbs frequently.

While this is not a supervisory position, the Right-of-Way Technician must be able to professionally coordinate and direct the activities of other employees and contractors.
