The Analysis and Program Risk Support Consultant / ARCP Program Risk Manager will provide technical expertise and shall possess technical skill, experience, and professional certifications as applicable for work to be performed herein and have working knowledge of Army processes and of the Army Recovery Care Program. The position will assist the ARCP Director to develop, mine and report programmatic enterprise performance metrics by collecting data from various sources to include but limited to the Army Recovery Care System (ARCS), Medical Operations Data System WarriorTransition (MODS WT), Program assessment tools, and other databases.

Responsibilities:

Perform risk management internal control training and execution, provide risk management assessments, prepare risk plans, and be the Subject Matter Expert (SME) to the ARCP for risk management across the enterprise & Coordinate with MEDCOM Internal Review to respond to inquiries and submit reports as required. Complete required phases in a timely manner and meet all suspense and timelines for ARCP leadership reviewal & assist in the establishment of the ARCP enterprise risk management program including associated methodologies to communicate and promote a common understanding of the program & Identify risks and develop mitigation strategies to qualitatively identify threats to Directorate/ARCP and to quantify program risk levels and recommend strategies to the Resource Manager. Perform ARCP risk vulnerability assessments to evaluate the effectiveness of organizational programs, priorities, and objectives & perform organizational program evaluations to assess the Directorate's and ARCP risk controls and provide recommendations for compliance to regulatory standards. Collaborate with Medical Readiness Commands (MRCs) as needed when assessing impacts to the ARCP; conduct risk related data calls and analyses and provide recommendations to management & in assessing command and enterprise-wide internal control activities for effectiveness, prepare reports, and make improvement recommendations to the Director/ARCP. Develop desktop briefings to the Director and staff on Risk Management Internal Control (RMIC) and assist in the development of the Director/ARCP Statement of Facts. Assess command enterprise-wide internal control activities and provide recommendations to the Director/ARCP & Continuously evaluate program effectiveness through review and analysis and report findings. Track and monitor corrective actions to closure and provide reports to the Director; Maintain an inventory of checklists with ensuring adherence to policies and procedures; & assist in coordinating, documenting and tracking all external inquiries and requirements derived from such sources to include but not limited to DoD Inspector General (IG), Department of the Army Inspector General (DAIG), Recovering Warrior Task Force (RWTF), Government Accountability Office (GAO), Army Audit Agency (AAA), etc. and ensure responses are in synch with the most current vision/mission/intent of the Director/ARCP then coordinate those positions with the Director/ARCP Strategic Communication (STRATCOM). Ensure root causes of risks are identified and mitigation strategy recommendations are provided by identifying relevant sources of information to effectively assess potential threats to the command & Monitor and report compliance with program standards to the Resource Manager & participate in organizational inspections to assess the Directorate and ARCP management internal controls and provide recommendations to put them in compliance with regulatory standard & develop for recommendation formal reporting systems and plans to communicate results of risk assessment activities to management, create status reports to keep management informed, and assist with key stakeholder collaboration to facilitate management decisions and actions as appropriate. Provide recommendations to divisions for the implementation of program control procedures to ensure effectiveness and efficiency and minimize fraud, waste, and abuse & recommendations to management on risk response strategies and methods to improve and strengthen areas of risk vulnerabilities & analysis of extracted/complied data to support assigned projects as applicable & coordinate and provide assessment for enterprise-level risk management activities. Maintain an effective quality control program; develop & implement procedures geared toward identifying and preventing non-compliance with regulatory standards & develop risk related executive summaries and information papers for management to present findings and potential courses of action for risk management activities and continuous process improvement. Execute the Annual Statement of Assurance Risk Assessment Plan by conducting risk vulnerability assessments throughout the fiscal year & provide internal control recommendations for functional areas assessed and recommend alternative solutions which will allow management the ability to make informed decisions & provide technical advice to management.

Qualifications & Skills

Requires an active Public Trust Clearance, at a minimum. 10 years of related experience and master's degree in quality assurance/management or the equivalent. Knowledge of Army Recovery Care Program. Must possess sound knowledge of the federal government & ability to manage and influence key stakeholders. Must possess strong analytical technical skill and conduct "what if" and the 5 why's of analysis. Advanced Computer Skills: Excel Pivot tables, SMS, Visio, and Microsoft PowerPoint and Microsoft Project management and Program Evaluation tools such as an internal program scorecard. Attention to detail and high level of accuracy & excellent communication skills. #INDLIA
