Roving Stabilization Manger
Summary The Roving Stabilization Manager is responsible for assuming a temporary site leadership role and responsible for stabilizing and improving underperforming properties across a designated region. This high-impact, travel-intensive role requires overseeing the day-to-day management of challenged assets, ensuring compliance with operational standards, and executing turnaround strategies to enhance property performance. This role is ideal for a proactive problem-solver who thrives in fast-paced environments and excels at driving results through strong leadership, strategic decision-making, and operational execution. The Roving Stabilization Manager is expected to assess property conditions, identify performance gaps, and implement corrective measures to reposition properties for long-term success. Responsibilities include supervising on-site teams, coordinating maintenance and vendor relations, ensuring compliance with affordable housing regulations, and maintaining positive resident relations. This position requires independent judgment, discretion, and the ability to make swift decisions while managing multiple priorities. Additionally, the Roving Stabilization Manager will serve as a key player in repositioning assets, working closely with asset managers, regional supervisors, and maintenance teams to achieve performance goals. Heavy travel is required, and the role demands a high level of grit, perseverance, and adaptability to navigate complex challenges in diverse property environments. Responsibilities • Manage all site employees including temporary staff, contractors, and vendors • Become familiar with site business metrics and implement results driven process to meet goals • Review, analyze and present weekly and monthly site performance reporting • Work directly and collaboratively with cross-functional corporate partners, such as asset managers, regional supervisors, and maintenance teams to achieve performance goals • Independently assess property conditions, identify performance gaps, and implement corrective measures to reposition properties for long-term success • Manage the rent collection and late notice process delegating to meet financial goals • Lead deadline driven procedures for applicant certification and annual resident re-certification, delegating as needed to ensure compliance and metric attainment • Oversee systems including: property management software systems, inventory and supply systems, and resident, maintenance, and vendor filing systems; delegate maintenance of systems as needed • Supervise work of contractors and vendors including managing approval of services and associated invoices through the correct financial procedures • Understand business requirements and operations for the site to use independent judgment and discretion on determining how to handle after hours emergencies • Manage the applicant process, delegating or ensuring the completion of potential resident interviews and income verifications, to then determine satisfaction of applicable regulations and/or requirements as issued by any local, State, Federal government, or agency • Manage the annual unit inspection process, ensuring effective site/team preparation is in place and final compliance with regulatory agency program rules for any units that do not meet standards • Independently determine content of and coordinate resident community meetings and resident activities • Provide excellent customer service to residents and vendors, while holding site staff accountable for excellent communication skills with residents. Work directly with onsite service organizations to provide resident services as determined for each site. • Attend annual trainings and apply those trainings to ensure compliance with the Fair Housing Act and affordable housing regulatory compliance • Assist with interviewing of candidates for open site staff roles as needed • Document feedback and performance levels of staff • Travel to, and work from, various sites across the portfolio as needed, ensuring site business hours are covered at all times and responsiveness to residents • Oversee and execute other projects as assigned Qualifications • Degree in relevant area, or years of experience in lieu • 2 years of hands-on property or facilities management experience • Demonstrated experience managing staff with the ability to motivate and support on-site personnel • Able to work independently, prioritize, meet multiple deadlines, and supervise team members • Ability to travel to various sites within assigned region • Valid CA driver’s license with applicable insurance; daily travel is required • Excellent communication and interpersonal skills for residents • Strong computer skills including MS Word, Outlook, and Excel; Yardi a plus • Excellent organizational skills, attention to detail and follow through, and outstanding problem-solving • Demonstrated ability to work with diverse population groups Preferred Qualifications • Certification in Residential Apartment Management • Bilingual • HUD, HOME, State affordable housing programs and tax credit experience Physical Requirements • Able to ambulate 1000 feet without difficulty over varied grounds and terrain • Able to lift 25 pounds from a standing position • Able to lift objects overhead, pivot and return object to original position • Able to sit at desk for extensive period of time BRIDGE Housing is an Equal Opportunity Employer committed to fostering an inclusive environment for our diverse workforce.
