Summary You will serve as a Safety and Occupational Health Specialist in the Naval Facilities Engineering Command Southeast of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will administer immediate corrective action during on-site inspections to prevent conditions that pose danger to life and property. You will administer a safety and occupational health program in accordance with Occupational Safety and Health Administration (OSHA) requirements. You will enter data into databases to set up and maintain files and records. You will brief management officials on status or updates of new safety and occupational health developments. You will compose reports to provide recommendations on safety issues to individuals inside or outside of the organization based on data analysis results. You will create written reports or guidance based on inspections and other findings or conclusions. You will manage all aspects of the NAVFAC Safety Management System at PWD New Orleans, and serve as the Safety Subject Matter Expert (SME) and advise PWD leadership on all safety programs. You will investigate employee complaints of unsafe/unhealthful working conditions and recommend interim and permanent control measures necessary to reduce and/or eliminate the hazard(s) You will conduct safety mishap (and near-miss) investigations, and analyze and present mishap data to identify trends, target mishap prevention efforts, and establish required correction actions to reduce mishaps. You will manage various safety programs including but not limited to confined space, fall protection, electrical, hearing conservation, respiratory protection, and medical surveillance. You will promote a comprehensive safety promotion program to training, safety council meetings, safety articles and talks, and safety initiatives. You will conduct site safety inspections on contractor jobsites, in-house workforce jobsites, and PWD workplaces to identify unsafe or unhealthful conditions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Assessing a variety of broad and complex work problems and communicating clearly with multiple levels to provide activities/commands with reliable solutions and schedules for their completion; 2) Applying knowledge/experience with a variety of facilities and utilities systems, including the operational characteristics and related trade skills associated with power plants, mechanical and electrical substations, dry docks, and pump wells; 3) Planning and carrying out work independently, coordinating with others as required, anticipating problems prior to their occurrence and solving problems when they do occur; and 4) Maintaining high situational awareness of critical issues for an industrial or public works department work environment with respect to ongoing facility issues, major utility outages, and other high visibility work issues..
