SAFETY AND OCCUPATIONAL HEALTH MANAGER
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER, Position Description Number D2936000 and is part of the PA State Safety Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Safety and Occupational Health Manager, GS-0018-13, you will serve as the Senior State, Territory, District of Columbia Safety Occupational Health (SOHM) Manager in the maintenance of a comprehensive safety, Occupational Health, and Industrial Hygiene programs. Plan, assign, and evaluate work of subordinates. Conduct and ensure safety mishap investigations comply with DoDI 6055.07 and 29 CFR 1904.39 guidance and ensure the notification, investigation, reporting, and recordkeeping of ARNG on-duty, off duty, non-duty and materiel deficiency safety mishaps. Establish, train, and advise personnel on the integration of Risk Management processes and assist leaders in implementation of installation SOH programs. Develop safety and health promotion programs consisting of safety awards, seasonal safety, employee workplace safety awareness, media, and social communication tools. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-bargaining Position AOC 1: NG Employees at the Safety Office AOC 2: NG employees in the Safety Office Military Grades: OFFICER: O4-O5 Supervisor for this position is COL Marous *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE: Applicant must indicate 36 months experience with performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment. Performed safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
