Summary This position is in the Safety West (NFW) organization of Safety (NF), Chief Administrative Office (N), Bonneville Power Administration (BPA). The purpose of this position is to serve as the senior safety analyst and advisor responsible for planning and overseeing programmatic and associated analytical and evaluative work in support of the Safety West Director. Responsibilities As a Safety and Occupational Health Manager, you will: Serve as the NFW program analyst, evaluator, and advisor on the effectiveness with which NF carries out programmatic functions assigned. Work with and advise the Safety Leadership Team (NFLT) and other managers in the planning, design, development, and execution of major, significant aspects of the BPA safety and occupational health program. Serve as the NFW lead, working in collaboration with the NF strategist for managing findings associated with the Department of Energy (DOE) Inspector General (IG) audits. Serve as the program lead for the annual review, update, and management of the Contractor Safety and Health Requirements for Prime and Subcontractors (CSHRPS) document. Serve as the lead program analyst, responsible for ensuring that NF missions are properly executing their responsibilities associated with all contracted actions. Serve as the senior lead for the Contractor Safety Committee (CSC). Serve as an NFW representative on Incident Assessment Team (IAT). Serve as the NFW trend analyst responsible for the collection, collating, and assessment of Construction Site Safety Visits and Near Hit/Safety Concern data entered in OSHIS. Requirements Conditions of Employment This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Experience 1) reviewing construction contractor safety plans for compliance with requirements (e.g. laws, regulations, policies, etc.); 2) evaluating and providing recommendations for improvements to a safety/occupational health program; AND 3) advise on the safety and health requirements to be included in legal documentation when contracting out work. Planning and Evaluating Safety Engineering Technical Competence "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
