Safety & Compliance Manager (OTX) \n

Serves as resource in a professional capacity regarding environmental, health and safety (EHS) matters including advanced problem solving at an operating facility. Develops or implements strategies, programs and systems in response to regulatory changes, evaluates conformance with existing regulations, policies, procedures, and continuous improvement in the environmental health and safety discipline at the operating facility. Provides compliance information, oversight, compliance management, and regulatory interpretation to support the facility operational and compliance efforts. Determines impact of EHS regulations and permits on facility activities.\n

Essential Functions & Requirements: \n\nRepresent facility to all regulatory agencies in both routine communications and special projects\nOverall responsibility for administering audits, permits and facility compliance \nReview and interpret regulations and legislation, which could affect company operations\nCompile and submit both verbal and written reports to appropriate agencies, as required \nEnsures Health & Safety is the number one goal by following policies, processes and acting in a safe manner at all times.\nEnsure the implementation of a detailed, task level, day to day Safety and Health program, utilizing the EH&S work process, standards and procedures. \nMaintain EHS programs, permits; perform and monitor EHS audits; and\/or understand and apply regulatory information.\nPerforms \/ coordinates the Safety and Health monitoring, data collection, analyzing and reporting for the Plant.\nConduct and documents investigations of incidents and ensures follow up actions to prevent re-occurrences that are addressed.\nCoordinates the schedules for audits in the Safety & Health related areas.\nAssist management in the performance and completion of process hazard evaluations, and in the completion of HAZOP, PSM related tasks and audit action items.\nDetermine the impact of industry-related regulations on activities that directly affect the facility operations. \nProvide guidance in conjunction with fellow EHS employees on new industry related safety and compliance regulations. \nMonitor facility performance regarding permit conditions, company policies, and corporate objectives at the facility. \nLead effort in conjunction with management for continuous improvement as it pertains to EHS matters.\nEnsure that the safety & health aspects of Operating Discipline are adequate and applied to achieve Safety and Health performance goals.\nWork with employees and management to develop and implement EHS compliance strategies, programs and systems in response to safety and compliance developments including enforcement matters.\nAssist Heritage personnel with evaluation of safety, regulatory, compliance, and technical issues; helps establish technical standards and provides training or coordinates training initiatives.\nAct as the Plant resource for related Safety and Health information on procedures, guidelines and standards. \nPlant contact for Safety and Health issues. \nResponsible for daily oversight, interaction with employees and management of RCRA, CAA, CWA, OSHA, DOT, TSCA, and other related governmental programs at the local, state and federal level. \nServe as point of contact with internal EHS colleagues, external regulatory agencies, external organizations with interest in facility operations. \nParticipate in and respond to regulatory agency inquiries and inspections.\nKeep apprised of safety and regulatory developments at the state and federal level; maintain manageable relationships with state, federal and local officials, compliance inspection and permit writing personnel as appropriate.\nWork with internal and external customers and potential customers to provide guidance and direction relative to EHS issues as it pertains to facility operations.\nManage and direct internal and outside consultants to ensure working within Heritage policy framework and objectives as it pertains to facility operations.\nWork in conjunction with facility operations and management to assess, evaluate, and respond to environmental, safety, or quality incidents including development of preventive and corrective actions.\nResponsible for timely preparation, coordination, oversight, and completion of periodic internal and external environmental and safety reports as it pertains to facility operations.\nMay interview, hire, train, mentor, and evaluate performance of Heritage employees and consultants related to EHS matters at the facility.\nResponsible for overseeing, coordinating, and documenting employee training programs to conform with internal and permit requirements. \nMay prepare training materials and lead training sessions with employees\nDefends the Heritage core values and other duties as assigned.\nTravel up to 25%.\n\n

Education:\n\nFour year college in science, engineering or safety discipline. (required)\n\n

Experience: \n\n5+ years of diverse experience in process safety management and regulatory compliance. (required)\nExperience with treatment storage, disposal facilities and incineration of hazardous wastes. (preferred)\nIn lieu of degree 10+ yrs. experience in process safety management and regulatory compliance. (required)\n\n

Competencies: \n\nUnderstanding of manufacturing and industrial waste treatment processes. \nStrong technical skills in incineration and hazardous waste management. \nComprehensive knowledge of various federal, state and local industry-related regulations.\nProfessional certification preferred. \nExcellent business\/technical writing skills. \nExcellent interpersonal skills necessary to effectively communicate with internal and external customers. \nAbility to wear personal protective equipment including respirator.\nOccasional out of town travel may be required up to 25%. \nRegular and predictable attendance is an essential function of this job.\n\n
