Safety Engineer
Summary This position is in the Office of Construction & Facilities Management, Office of Design & Construction. The incumbent is assigned to large major construction programs to provide safety engineering expertise and guidance to manage the Eastern Region Office Safety Program, support the overall CFM Safety Program and support the Regional Director and CFM Safety & Occupational Health Program Manager in executing the oversight of the construction safety program on major construction. Responsibilities The major duties and responsibilities include but are not limited to: Reviewing and analyzing contract plans, designs, and specifications. Identifying problem areas or potential problems with planned construction activities and makes recommendations to resolve issues. Assessing on-site activities and determining the sufficiency of completed work by craftsmen, tradesman, and evaluating the work to ensure compliance with contract documents. Providing specialty support for construction of new facilities, renovation projects, modernization projects, demolition, lease, projects, and major utility replacement systems in the assigned region. Conducting occasional and final safety inspections documenting discrepancies, code violations, improper materials or techniques in the application of materials, and sub-standard or poor quality workmanship. Providing support for a comprehensive program involving a wide variety of industrial processes, shops equipment, material, and machinery. Providing technical assistance, advice and consultation to assigned region. Working with Project Managers and Senior Resident Engineers in establishing individual project programs and operations. Planning and coordinating the investigation of Federal employee complaints, safety and occupational health catastrophes, fatalities, and serious accidents or incidents involving internal and external customers and stakeholders. Keeping abreast of changes and developments in the construction industry. Participating as a member of the CFM Safety Steering Committee. Participating in the development and execution of CFM Safety Policies and Procedures. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements: Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. [TRANSCRIPT REQUIRED] OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. [TRANSCRIPT REQUIRED] The adequacy of such background must be demonstrated by one of the following: Professional registration: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. [DOCUMENTATION REQUIRED] Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. [DOCUMENTATION REQUIRED] Specified academic courses or Related curriculum - Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program. [DOCUMENTATION REQUIRED] Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. [DOCUMENTATION RQUIRED] In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: Applicants must possess one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for this occupation. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Examples of specialized experience include but are not limited to identifying regulatory requirements; establishing or recommending fall protection, electrical and fire safety and other OSHA related requirements; developing safety processes, guidance and instructions; directing regular surveillance rounds at established intervals as required by accreditation; identifying and completing investigations into abatement of hazardous practices, conditions, exposures and accidents; developing controls to evaluate and identify potential construction hazards. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level]. Physical Requirements: The work requires regular and recurring field and construction inspections, investigations, or surveys in which there is a considerable amount of walking, stooping, bending, and climbing. Inspections are often done over rough terrain and in tight and awkward locations, under somewhat hazardous conditions. Engineers are required to wear protective clothing and safety equipment when performing duties on the construction sites.
