Description
Under general supervision of the HR Manager - Health & Wellness, the Safety Program Specialist plans, organizes, coordinates, and implements comprehensive safety and loss control/prevention programs and activities for the City of College Station.
Principal Duties
+ Plan, develop, implement, administer, and evaluate City-wide policies and programs related to occupational health and safety; to include assessing the effectiveness, and developing and implementing changes and/or enhancements.
+ Manage and facilitate employee safety trainings and meetings, to include but not limited to, hazard communications, blood-borne pathogens, fleet safety, ergonomic assessments, confined space entry, lock-out/tag-out, work zone safety, accident investigation techniques, tap-root techniques, evacuation plans, automated effectiveness external defibrillators (AED) operation, and may conduct driver safety classes.
+ Investigate and review safety incidents, which includes assessing, determining root cause, reporting, correcting and recommending alternatives for prevention and preparing related reports.
+ Inspect and evaluate work sites & facilities, observe workers to determine level of compliance with established safety practices or to detect safety and job hazards, prepare assessment reports and recommend preventive and corrective measures.
+ Analyze job safety trends and loss history to measure program, prepare reports and maintain records for local, state and federal agency reporting.
+ Coordinate and conduct security activities such as evacuation drills, video surveillance, panic button operations, security monitoring, and mass notification program.
+ Oversee City Safety Council and Incident Review Board activities and maintain records of council proceedings.
+ Oversee the random, post-accident and reasonable suspicion drug testing programs, ensuring compliance with all applicable laws, regulations and procedures.
+ Perform other duties as assigned.
Qualifications
Required:
Bachelor’s degree in Occupational Safety and Health or related field and three (3) years of work experience directly related to area of assignment or the equivalent combination of education and experience
Demonstrated ability to develop and maintain an Occupational Safety and Training Program
Aptitude for teaching/coaching and facilitating training in both small and large groups
Ability to communicate effectively both verbally and in writing
Well organized with the ability to complete work and manage records with a strong attention to detail
Microsoft Office (Word, Excel, Power Point) proficiency
Preferred:
Two (2) or more years’ experience as a municipal Occupational Safety & Health professional for which the position’s primary responsibility was occupational safety
Experience in environments including construction, heavy equipment, waste, warehouse, electrical, public safety, etc.
Smith Driving Instructor Certification
Certificate in Safety Management (CSM), Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH)
