Under general direction of the Senior Manager Industrial Safety, evaluates facility operations, develops protocols and oversees the industrial and environmental aspects of the Agency’s activities. Communicates and promotes safety training and safety programs; develops reports and recommends changes to policies and procedures for Dallas Area Rapid Transit (DART)'s Agency Safety &Compliance Department.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Reviews reports of injuries, property damage, occupational diseases, or public liability to determine causative factors. Communicates findings and recommendations for improvement to employees and management. Formulates and implements corrective action plans as directed.Inspects and evaluates facilities and tools/equipment for compliance with federal, state, local and agency safety policies and procedures.Evaluates facility operations including new, modified, and existing work practices to insure safe working conditions for employees and the public. Performs inspections and periodic audits to determine facility compliance with DARTs Safe Work Practices and Policies. Communicates results and recommendations to management.Prepares and coordinates written reports and procedures as required. Develops and maintains safety documents and records.Develops and conducts safety training, and quality assurance programs for DART facilities.Coordinates Non-Revenue Vehicle (NRV) accident investigations and classifications. Develop and implement the Agency’s NRV policies and procedures.Develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace. Assists in the development of policies/procedures in support of the Authority’s Public Transportation Agency Safety Plan.Reviews changes in work methods and processes to ascertain effect on established safety practices.Establishes measurements to evaluate the effectiveness of facility safety and health programs. Prepares and analyzes safety data and statistical reports concerning accidents, trends, and solutions. Determines the need for technical surveys and appraisals to identify conditions that may affect the health and safety of employees and the public. Develops and oversees contracts with consultants for services provided to the agency.Monitors protocols related to occupational illnesses and infectious diseases following CDC guidance to ensure compliance with the FTA Bipartisan Infrastructure Law. Monitors Federal and state occupational health and safety regulations and recommends programs to ensure agency compliance. Makes recommendations for and assists in the development and implementation of new safety policies and procedures.Performs other related duties as assigned.MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Safety, Loss Control, or related field.Four (4) years of directly related safety experience in a transit or industrial environment that required adherence to strong health and safety practices, to include two (2) years of directly related experience with government/transit operations.Complete and successfully obtain a Transit Safety and Security Program (TSSP) Certification-Bus and Rail as required by the Federal Transit Administration (49CFR673) within three (3) years as a condition of continued employment.Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.Proficiency of PC software applications to include Microsoft Office or other related software applications.Knowledge of bus, light rail, maintenance, in a transit operating environment.Ability to work irregular hours and on short notice.Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Works in an environment where there is exposure to dust, noise, or temperature.
