Summary This position is located within the Safety Department a\located at the Bath VA Medical Center in Bath, NY. Incumbent is responsible for performing a variety of specialized office support and miscellaneous clerical and administrative duties to assist the Safety Department in a timely and efficient manner for the Safety Department mission and program objectives. Responsibilities Clerical and Administrative Duties Performs a variety of clerical and administrative duties designed to ensure the timely and efficient accomplishment of department program goals. Maintains awareness of status and suspense of department projects, intra-organization tasks, and special assignments utilizing Microsoft Outlook and through electronic filing. Serves as the local point of contact within the section to provide authoritative explanations of requirements, regulations; and procedures, and to resolve operational problems relative to the following specialized office support and miscellaneous areas of responsibility. Notifies staff of needed technical or administrative input, and/or training. Coordinates with Safety Manager to assure proper follow-up on all outstanding issues for all committees. Budget/Fiscal Monitor, review, and authorize for payment all requests and invoices submitted in the Invoice Processing System (IPPS) pertaining to the Safety Department. Assists Industrial Hygiene, GEMS and Safety Manager in preparing and tracking an annual budget for the Safety Department. Perform contract administration duties by obtaining a Contracting Officer Representative (COR) certification for numerous Safety Department related contracts. Safety Provides support to the safety programs to includes but not limited to the following items: Administration of calibration services for handheld monitoring/sensing/testing instruments assigned to Safety Department. Performs base analysis of and filing lab sampling results. Maintains records of all area training; notifies supervisors when safety training is due; schedules training to include all shifts; and conducts safety training when requested or required. Maintains long-term historical safety records and notes trends or changing conditions that warrant revision or safety procedures. Assists in the planning, organizing, directing, and controlling information used in safety databases. Conducts safety surveillance audits and inspections on a frequent basis according to guidance established by senior staff members. Reviews safety policies, procedures, and works closely with all personnel in the establishment of realistic safety requirements and compliance with applicable directives and regulations. Proposes plans that are well-developed and account for potential difficulties with alternative solutions and approaches. Other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS- 07 Grade Requirements: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (l) identifying, preventing, or eliminating safety hazards in work methods or environmental conditions; or (2) safety training or promotion. Such experience must have provided a practical knowledge of occupational and environmental safety hazards, survey techniques, and control and preventive methods. Examples of qualifying specialized experience include: biological technician, medical technician, engineering technician, fire prevention inspector, and environmental health worker. OR, Education: One full year of graduate education directly related to the work of the position. Accident Investigation Compliance Inspection Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work.
