SBN HR Lead Manager - Oriskany, NY
This position reports to the Executive Director of Cornell Cooperative Extension of Oneida County and is responsible for providing high-level leadership and human resources operations management and guidance for the Leatherstocking Shared Business Network (SBN). The position develops and maintains effective working relationships among staff at each association within the SBN, including HR administrators and Executive Directors, working in conjunction with Extension Administration Human Resources and other SBN HR Leads from across New York State to lead the human resources operation locally, regionally, and statewide to its optimal state. The SBN HR Lead exercises professional judgment, discretion, and confidentiality in leading the regional HR operations. Facilitates successful policy/procedure changes driven by compliance requirement or local/regional/statewide need. Provides leadership to implement system-wide initiatives at a regional level and remains consistent with Extension Administration guidance while problem solving and offering HR solutions at the individual association level as requested by respective Executive Directors. This position may also work within individual Associations to provide local HR support as time and capacity permit.

    

Required Qualifications:

Bachelor’s degree and experience relevant to the role; or Associates degree and 2 years’ transferrable program/functional experience.

Experience in employee relations counseling, policy/procedure interpretation, managing recruitment, onboarding, promotion and separation, managing payroll, data/transaction oversight, and records management.

Familiarity with Federal and State laws pertaining to human resources.

Judgment, discretion, and confidentiality are critical to this position.

Must be able and willing to communicate effectively with diverse audiences and maintain cultural sensitivity.

Must be able to work in a professional and collegial manner with colleagues at the local Association level as well as at Extension Administration.

Ability to work well in a team setting and independently.

Ability to meet travel requirements associated with this position.

Ability and willingness to work with diverse audiences and maintain cultural sensitivity.

Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Must have access to transportation to meet position responsibilities.

Ability to clearly communicate (speak, read and write proficiently) in English.

Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

This position works in a typical office environment. In addition, the position regularly lifts, moves, or transports office supplies, work related materials and equipment.

Preferred Qualifications:

PHR, SPHR, SHRM-CP or SHRM-SCP certification.

Demonstrated ability to use recruiting and HRIS software.

Demonstrated ability to manage payroll, data/transaction oversight, and records management.

Familiarity with CCE (Cornell Cooperative Extension) system.

Familiarity/experience with CCE classification process, Workday HRIS system, and data transaction oversight.

Demonstrated ability to communicate effectively through oral, written, and visual channels using traditional methods, as well as electronic technology such as WebEx, Skype and Zoom.

Demonstrated ability to work well both in a team setting and independently, and to initiate, organize, and implement established goals.

Ability to prioritize and balance time equitably across Associations.

Internal and external customer service experience.

Position Responsibilities and Essential Functions

Administrative Direction – 30%

Assess and develop local/regional plans and strategies for human resources goals, best practices, and training based on direct work with Associations, guidance from Extension Administration, the Leatherstocking SBN AMG, and/or based on local/state/federal laws and regulations.

Plan regional implementation strategies for human resources systems, such as Workday.

Establish regional best practice standards for human resources functions throughout the region.

Assess and develop local/regional plans and strategies for Human Resources goals, best practices, and training based on direct work with Associations, guidance from Extension Administration, other SBN HR leads, and/or based on local/state/federal laws and regulations.

May assist SBN Executive Directors with planning the HR administration of counties.

Provide input to the region’s Associations on human resource implications of financial strategies.

Assist in planning the human resources communication strategy for the region’s Associations.

Partner with SBN Leads to coordinate strategies and planning for the region.

Establishes best practice standards for HR function throughout the SBN and actively contributes to discussions on development of statewide HR best practices. 

Develop training materials and strategies to enhance the HR knowledge and expertise at the local level.

Administrative Management – 35%

Assist with guiding the delegated and assigned administrative functions across SBN region; this will include moderately to highly complex generalist responsibilities, including policy interpretation, dispute resolution, compensation, classification, and employee relations activities, engaging Extension Administration HR as appropriate.

Establish best practice recommendations and standards for human resources functions across the region.

Lead the implementation of HR regional strategy.

Provide guidance, support and training support to regional human resources staff, including local human resources staff, Executive Directors, and regional Workday initiators.

Manage HR training and communications for the region in accordance with established regional strategies.

Ensure Association leaders, supervisors, and human resources staff are effectively made aware of local, regional, or statewide HR expectations and compliance.

Provide advice and consultation to Executive Directors on a broad range of HR issues, including employee relations, performance management, recruitment, conflict resolutions, and labor law.

Provide leadership in the management of HRIS Systems to ensure effective utilization that will result in: data integrity, compliance in payroll procedures, interpretation and support for the Compensation/Classification System, and understanding and consistent implementation of established HR policies, procedures, and best practices.

Reviews HR data and analysis to form observations, anticipate trends, adjust operations and service to performance standards, and develops subsequent refinements and recommendations to shape ongoing improvements to support Association, SBN, and statewide HR strategy.

Administrative Coordination/Operation –30%

With substantial initiative and discretion, perform a moderate amount of substantially complex tasks to support the administration of associations within the region. 

With substantial initiative and discretion, coordinate and implement all HRIS best practices and procedures.

Coordinate a schedule of regular audit reports (i.e. Comprehensive Informational Extract; Fixed Term Reports; Employees on Leave; Costing Reports) to ensure system/information integrity, and provide regular updates to local Associations as determined. 

With a high level of initiative and discretion, work closely with Association Executive Directors and Local HR Representatives to correct system issues when needed.

Learn, use, and assist with the implementation of sophisticated human resources software.

Review and process Workday transaction approvals; communicate questions or clarifications to Associations; track and electronically file transaction forms.

Prepare and post job requisitions for Associations; track candidates’ applications and move them through the process as necessary.

Review written communications and documents for Associations as requested; engage HROne or CCE Administration HR as needed to ensure compliance with legal standards.

Prepare reports for Leatherstocking SBN Associations, SBN AMG, and CCE HR as needed. 

Work to effectively maintain existing relationships with Executive Directors, local HR Representatives, Lead Executive Directors, other SBN functional Leads and Extension Administration HR for the purposes of delivering efficient, effective and accurate Human Resources support in the implementation of HR policy, procedures and best practices across the region.

Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.

Exercise a high level of confidentiality in performing all position responsibilities.

This position will require the transport of self and/or materials/resources in performing position responsibilities.

Professional Improvement – 5%

In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.

Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.

Maintain regular and predictable attendance and punctuality.

Position Details

This is a full-time, benefits eligible, exempt position. Compensation for this position is $64,000 annually.
