Position Location: This is an in-person position located in Fairbanks, Alaska. Remote option not available. Starting Salary Range: $134,811 - $167,926/annually A Brief Overview The SCADA and Controls Engineer Manager manages the continuous operation of all DU utilities industrial control systems (ICS) and Supervisory Control and Data Acquisition (SCADA) systems. Systems include ICS/SCADA packages for Power Generation Plants, Central Heat and Power Plants, Electrical Substations, and Water Distribution Plants. Implement a corporate wide ICS and SCADA vision with guidelines and directives. What you will do SCADA Systems Management: Direct and organize the support personnel and security requirements for ICS & SCADA systems across 12 utilities operated by DU at Ft. Wainwright, Ft. Greely, and Joint Base Elmendorf-Richardson, ensuring continuous operation and security. Strategic Leadership: Lead and coordinate activities with personnel and vendors for the installation, upgrades, and modifications of ICS and SCADA hardware and software. Enhance system performance monitoring to allow more efficient control of systems by Doyon Utilities personnel. Technical Evaluation and Procurement: Evaluate vendor proposals, direct equipment purchase, software upgrades, and system component acquisitions to support ICS and SCADA operations. Team Supervision: Directly supervise SCADA personnel, providing leadership, guidance, and oversight to ensure effective operation and maintenance of SCADA systems. Training and Transition Management: Organize and direct training programs for DU personnel to facilitate smooth transitions between upgraded or replaced control systems, ensuring continuity of operations. Stakeholder Communication: Communicate effectively with users and stakeholders to ensure clear understanding of system changes before they are implemented, converting technical language into common terms as needed. Cross-Functional Coordination: Collaborate with site managers, project/design engineers, maintenance personnel, and IT staff to ensure a unified approach to program design and implementation. Field Operations Support: Install ICS and SCADA equipment at field sites as required, ensuring that all installations meet operational and security standards. Instrumentation and Calibration Management: Maintain a companywide instrumentation calibration program, coordinating with each site to ensure accurate and reliable system performance. Budget and Planning: Prepare staff-level budget estimates and implementation plans, ensuring that resources are allocated efficiently and effectively to support SCADA operations. Subject Matter Expertise: Serve as the primary staff advisor on all ICS and SCADA issues, providing expert guidance and support to the organization. Regulatory Compliance: Ensure that Doyon Utilities' SCADA and Instrumentation activities are properly licensed and comply with applicable federal, state, and military regulations. Incident Response and Troubleshooting: Troubleshoot system events and develop solutions to mitigate root causes, ensuring prompt resolution and minimal disruption to operations. System Programming: Program ICS and SCADA systems, including PLCs, RTUs, and HMIs, as required, ensuring that all configurations meet operational and security requirements. On-Call Support: Participate in an on-call rotation to respond to after-hours calls as needed, ensuring continuous support and quick resolution of any critical issues that arise outside of regular working hours. Conditions of Employment Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives. Qualifications Bachelor's Degree in electrical engineering, computer systems technology, systems engineering or closely related field. Required or 5+ years of field experience in field related to ICS, SCADA, PLC Programing, system design and/or project management. Required 3 years supervisory experience Required Proficient with Microsoft Office Suite. Strong project management skills for all ICS/SCADA projects through the company. Employee is expected to periodically participate in vendor related on-line training to enhance knowledge of vendor products, evaluate various product applications and ensure knowledge remains current with industry trends. Knowledge of with NIST standards and SCADA/cybersecurity protocols. Knowledge of Process Control Programmable Logic Controllers and SCADA Remote Terminal Units and their associated communication protocols. Exceptional ability to communicate with staff, management and vendors when discussing ICS, SCADA or Instrumentation issues. Extensive knowledge of Test, Diagnostic and Evaluation (TD&E) equipment related to SCADA and Instrumentation. Exceptional skill in computer applications and networking with an emphasis on SCADA software applications. Maintain continuous knowledge of manufacturer’s products, applications through continuing education and review of product information. Serve as the primary project manager for all ICS/SCADA projects through the company. Ability to maintain strict confidentiality.
