SCCO/Protective Intelligence Center Operator

POSITION SUMMARY

This position is located  in Washington DC at the US Capitol Police HQs building. 

This position has a training requirement. You will be required to attend and successfully complete on the job training.  You may be required to successfully complete additional training as a condition of continued employment.  Failure to successfully complete the required course(s) of training in accordance with either Constellis or United States Capitol Police standards and policies will result in demotion, or separation as determined by management and appropriate procedures.

PAY TRANSPARENCY: $40.87/ hr.

RESPONSIBILITIES

As a Senior Command Center Operator / PIOC Operator, you will become a key member of a team of protective intelligence, threat management, and security professionals detecting and preventing acts of violence against members and the institution of the United States Congress.  Duties include but are not limited to:

Perform a wide variety of administrative services in support and operations of the Protective Intelligence Operations Center (PIOC).

Under the guidance of the Watch Commander, Watch Officer, or client law enforcement representative, assesses the nature of protective intelligence indicators, provides investigative leads, requests data to substantiate or verify information, suggests possible new avenues of investigation or case management, and reasonable research of information for use in threat assessment.

Examine, analyze and interpret data from a variety of resources, i.e., interrelated electronic monitoring instruments, visual displays, area maps, news reports, and electronic mail to detect conditions of the area, either normal or abnormal. Take calls from high-ranking government officials and/or their designees, law enforcement and the public on exchange of information and records all pertinent data. During exercises or actual emergencies, serve as a member of the PIOC emergency response team to provide support to either the Federal, state or public operations. Perform various tasks, such as activating an emergency response, exchanging information internally and externally with other emergency response agencies, coordinating data collection and reporting, coordinating with field personnel, preparing briefings or situation reports, etc. Obtain and/or exchange information pertinent to threat indicators focused on members of Congress and/or the public. Evaluate, analyze and disseminate information of interest to the Watch Commander or Watch Officer, or U.S. Government staff. Record action taken, and other pertinent information in various databases. Relay information through various communications equipment to appropriate personnel. Ensure all sensitive documents and information are properly prepared, reproduced, distributed and stored. You will be required to maintain access to all data systems necessary for duty execution.


QUALIFICATIONS

You must be a U.S. Citizen to apply for this position. Males born after 12/31/1959 must be registered with Selective Service Primary U.S. residency for at least three of the last five years (additional details below) Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government You will be required to pass a background investigation. Preference may be given to applicants who possess the equivalent of an Associate’s degree (two years) from an accredited college or university. A bachelor’s degree is preferred On a case-by-case basis combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this position.  Be able to obtain at least a Secret security clearance This position is not subject to a polygraph for employment; however, it does require the highest standards of integrity. As such, once employed the incumbent could be asked to submit to a polygraph exam and have favorable results to continue in the position. You qualify if you possess one (1) year of specialized experience performing duties such as: applying analytical concepts and methodologies to execute Intelligence Indications & Warnings Watch standard operating procedures to perform complex preliminary analysis, administrative reporting and database checks; and) MUST possess administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position; experience using computer and automation systems. MUST possess strong oral and writing communication skills in English.  MUST be able to think critically and work well under stress.

WORKING CONDITIONS

The work environment is exclusively office based.  You will be required to perform work on a shift and rotational basis. You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week. This position does not require a uniform.  The requirement is business attire unless otherwise authorized, e.g., “business casual.”

 

PHYSICAL REQUIREMENTS

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
