Project Controls Specialist - Schedule  (HYBRID OPPORTUNITY)

 

This position is hybrid in nature requiring at 2 days/week on-site at the Westighouse Corporate Headquarters in Cranberry, PA, and the other days telecommuting.

No relocation will be provided for this position. No sponsorship is available for this position.

 

OVERVIEW:

Lead all project controls activities for large high complexity, projects that develop,manufacture test and deliver Instrumentation and Controls solutions to Commercial Nuclear Power Plants in Asia Oversee hold team members accountable to deliver program cost and schedule objectives across various functions, organizations, and geographic regions. Coach and mentor team members on project controls functions (and unexperienced project managers if required).  Create project controls processes, which leverage enterprise lessons learned and best practices on large programs across WEC. Resolve issues on projects with significant challenges (schedule/cost/risk). Partner with the Program Director / Manager / Managers/ Business Development leaders to set strategy and to capture growth opportunities that advance strategic and business objectives. The candidate must have advanced skills in finance, cross-cultural awareness, leadership, communication, influence, negotiation and conflict resolution. 

Duties and Responsibilities:     Cleary communicate required information in a timely manner: Coordinate required tasks/deadlines. Escalate issues, early warning or potential opportunities to the appropriate levels of management with a sense of urgency. Proactively decision maker that works closely with the program director, manager and/or the project team/stakeholders. Program initiating and planning processes: Initiate and plan all controls aspects of a project, which includes, but is not limited to project baselines and risk registers. Apply tools and techniques to plan work such that inefficiencies are reduced, and overall project performance is optimized. Apply schedule, cost, and/or risk analytics to confirm validity of overall program plan. Analyze needs and plan for unique customer satisfaction and project performance metrics.  Project executing,  monitoring & controlling processes: Assume overall project/program responsibility of schedule, cost, and/or risk performance. Ensure program sub-projects are delivered on schedule and within budget. Oversee cost and schedule adherence and motivate project team to increase performance.  Oversight of Project Control program resource assignments to ensure program goals are achieved. Maintain continuous alignment of program scope with project objectives, and make recommendations to modify the program to enhance effectiveness toward the project result or strategic intent.  Provide leadership to train, motivate, and direct project control professionals to resolve issues during project implementation.  Engage and lead schedule, cost, and risk mitigation/recovery efforts to improve. 30% Project closing processes: Oversee closure of projects within the program. Identify and communicate opportunities for improvement, lessons learned, and risk avoidance for future work.10% Develop positive relationships with cross functional/product line team, customer, suppliers: Westinghouse in-country representation (for international projects), and other stakeholders to drive project to successful completion. Serve as project controls point of contact for internal and external customers in support of the successful program execution through completion.  Align stakeholder (e.g., team, customer, suppliers, Westinghouse in-country representation, etc.) expectations to achieve overall acceptance of Project Controls objectives.  Recognize the dynamic human aspects of each program stakeholder's expectations and manage accordingly.  Effectively communicate program interdependencies and requirements, identify and mitigate risks, and resolve conflicts and issues.  Coach, mentor, and guide junior Project Control team members (or Project Managers), and others to promote strong project control practice across Westinghouse. 20% Seek opportunities and implement continuous improvements to enhance project performance: Identify, assess, and implement value-added improvement opportunities which will improve overall project performance. Create and administer lessons learned throughout the program.10%

 

Education: Bachelor’s degree. Applicable disciplines are Project Management, Engineering, Business, Construction Management or related technical discipline. Advanced degree in Project Management, Engineering, Business, Accounting, Construction Management or related technical discipline.

 

Experience:5 years of project controls experience required, (10 preferred) with increased levels of complexity. 5 years in technical/engineering lead role and 5 years of project controls experience may be considered as equivalent. Demonstrated ability to lead, influence, and solve high-level problems. Proven ability to analyze information and engage in complex decision making. 11-15+ years of project controls experience in a technical industry such as engineering, manufacturing, nuclear or construction.

Mastery of Project Management Institute’s (PMI®) Project Management Body of Knowledge (PMBOK® Guide) or equivalent Project Management or Project Controls standards (e.g. APMG, PRINCE2, AACE, etc).

 

Excellent interpersonal skills such as the ability to deliver internal and external presentations,  effective verbal and written communications, ability to operate and lead within complex team structures and multi-cultural teams, ability to develop relationships with stakeholders in upper management positions, ability to analyze problems, establish facts, and make complex decisions autonomously.

 

Expert knowledge of Microsoft Office. 


Expert knowledge and skill in project schedule, cost and risk management processes and associated tools (e.g., Primavera/MSP, SAP, Active Risk Manager, Acumen Fuse, PRISM, Power BI/Tableau or other related tools). 

Mastery of the transformation of data to information for visual reports and analysis, understand database concepts in order to manage/analyze data within systems, understand the interaction of company functions that are touch points to projects (Finance, Legal, Quality, Supply Chain, etc.). Ability to develop and present high-quality, audience-appropriate presentations.


Expected to successfully complete assigned training in Westinghouse Systems, Procedures, and Policies applicable to assignments.

 

Broad knowledge of nuclear power plants and/or WEC processes.  Understanding of China local business practices a plus.

 

Certifications: Westinghouse Program Controls qualification (PgCQ) completed. For external candidate, will complete PgCQ within designated timeframe. Exemptions provided based on prior training and work experience. Any project / program / portfolio management or project / program controls certification (scheduling, estimating, earned value, risk, etc.) will be viewed as a plus. E.g. PMI, AACE, APMG, PRINCE2…certifications.
