Under administrative direction of the School-Based Services (SBS) Supervisor and in coordination with the School-Based Medicaid Coordinator, the clinical expert in this position is responsible for establishing and continually developing a highly qualified workforce of School-Based behavioral health providers to deliver measurably effective behavioral health care to children served the statewide school districts. The incumbent exercises clinical and organizational leadership to effectuate full implementation of the variety of statewide School-Based Behavioral Health Services. Administration of the provider network requires establishing goals for a full system implementation; directing activities of state staff and provider staff; researching and certifying outcomes; monitoring fidelity to Medicaid practices; monitoring providers’ compliance with state and federal clinical quality standards; and evaluating individual treatment outcomes.
This role is responsible for the management of intra and interagency School-Based Behavioral Health initiatives, specifically focusing on behavioral health Medicaid billing within educational settings. The incumbent will facilitate collaboration among the Behavioral Health Administration, Health Care Administration, Department of Education, and school districts across the state, managing complexities on multiple levels. Key responsibilities include policy formulation and implementation regarding Medicaid billable school behavioral health services, development of billing processes for school social work services and school-based Individual Education Plan ( IEP) Individual Family Service Plan (IFSP) and community services, and provision of clinical oversight to ensure program sustainability. Additionally, the role involves data analysis and provision of recommendations to enhance school-based services covered under the Medicaid benefit.
The position also involves coordination and formulation of long-term plans at a statewide level for third-party billing and Medicaid-eligible school-based behavioral health programs, impacting both state and local entities, including independent school districts and mental health provider agencies. Successful execution of this role necessitates in-depth knowledge of state and federal mental health policy, budgeting, Medicaid regulations, and education policies, informed by comprehensive experience and technical expertise.
The incumbent will produce reports, conduct thorough analyses, and interpret findings to guide potential policy and program adjustments. They will execute sophisticated analyses crucial for supporting management decisions and strategic planning, particularly concerning program outcomes and cost-effectiveness. Furthermore, the role entails collaboration with various stakeholders such as providers, managed care organizations, advocacy groups, and state departments to ensure the delivery of quality services to individuals with complex mental health needs and/or substance use disorders.
Effective knowledge-sharing within and across teams, documentation of efficient processes and procedures, and leadership in quality assurance and control initiatives are integral aspects of this position. The incumbent will play a pivotal role in ensuring high-quality customer service and satisfaction, while also serving as a consultant on special projects for behavioral health staff when necessary. Moreover, they will collaborate with other state agencies to assess the implications of legislative changes, policy shifts, and obstacles related to billing behavioral health services in schools for students with complex needs.
**Domain of responsibilities includes:**
+ In a leadership capacity, this position oversees the expansion of Medicaid-eligible Mental Health in Special Education (MH-SPED) and school-based behavioral health services to both IEP and non-IEP eligible students. This entails the coordination, development, implementation, and monitoring of short- and long-term initiatives designed to build Medicaid expansion opportunities, thereby supporting the establishment and infrastructure development of a comprehensive school behavioral health system.
+ Conduct thorough analysis and continuously monitor the delivery and IEP/IFSP billing standards for school-based behavioral health services across diverse settings, including rural, tribal, suburban, and urban school districts.
+ Manage interagency School-Based Behavioral Health initiatives as related to the Medicaid billing process in Minnesota’s Schools.
**Minimum Qualifications**

Three (3) years of specialized experience demonstrating expertise in the mental health field and with Medicaid benefits.
Experience must clearly demonstrate:
+ Experience providing school-based behavioral health services.
+ Must be a Minnesota Licensed Mental Health Professional.
+ Experience working in or supporting Medicaid certification and/or billing systems.
+ Program and project management skills sufficient to identify best practices, abnormalities and track measurable results.
+ Experience in clinical supervision, training, and professional development for mental health providers.
**Preferred Qualifications**
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Knowledge of mental health client level reporting as well as mental health service claims data in the DHS data warehouse.
+ Strong writing skills with the capability to produce a wide range of documents, position papers, technical guides, and other written products.
+ Extensive knowledge of the mental health treatment service system in Minnesota including detailed knowledge of funding mental health services through Minnesota Health Care Programs.
+ Experience presenting data.
+ Experience building working relationship with external partners for enhancement of program effectiveness.
+ Engagement and outreach skills to negotiate a variety of interests to reach consensus.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
