Position Summary This position is dedicated to serving veteran students utilizing Veterans Affairs (VA) benefits within the Office of the Registrar. The role involves certifying the enrollment, tuition, and fee charges for veterans and their dependents while ensuring compliance with increasingly complex legislation and evolving VA policies. It also carries the responsibility of maintaining the University’s eligibility to participate in VA programs. Additionally, the position oversees certifications for the five existing chapters of GI Bill® benefits, which the VA uses to determine payments to both students and the University. This position is responsible for overseeing the University’s participation in Veterans Education Assistance programs. Key responsibilities include ensuring compliance with VA requirements, completing the necessary documentation for program participation, maintaining records for eligible veterans, certifying student enrollment status to the VA, and advising veterans on their eligibility and benefit options Additionally, this position collaborates with VA and State Approving Agency officials during compliance surveys and supervisory visits (audits), providing requested records and ensuring continued program adherence. A significant aspect of this role involves meeting with parents who transfer GI Bill® entitlements to their dependents. Since the transfer process involves navigating complex Department of Defense and VA rules and regulations, it can be challenging for parents and student dependents to manage alone. This position requires substantial time and expertise to counsel parents and their dependents effectively through phone, email, and in-person interactions. The VA pays tuition and fees directly to CSU for students utilizing the Post-9/11 GI Bill®. This process requires tuition and fees to be reported separately for each student during certification. Additionally, whenever these students adjust their schedules or their billing transactions change, tuition and fees must be recalculated, and an updated adjustment submitted to the VA. This involves running assessments to determine applicable tuition and fees, evaluating each student’s level of entitlement, and coordinating with Accounts Receivable Operations to report the expected payment amount from the VA for each student. Incorporating CSU’s Principles of Community into everyday work is an essential component of this position. Preferred qualifications include: + Two or more years’ experience as a School Certifying Official at an institution of higher education that certifies more than 300 benefit users per semester. + Demonstrated experience working with Veteran Benefits in a higher education environment. + Familiarity with higher education advising practices. + Familiarity with higher education financial aid and residency policies. + Demonstrated experience performing as a team player in measured deliverable situations. + Significant experience interpreting complex state and federal veteran policies. + Strong interpersonal communication skills as demonstrated by respectful and effective interactions with diverse constituencies including but not limited to students, faculty, staff, and vendors at all levels.
