SCITLS Chief Architect

The STRATCOM Information Technology Lifecycle Support (SCITLS) program provides the full spectrum of enterprise communications and information technology services to support the critical missions of United States Strategic Command (USSTRATCOM). GDIT’s footprint across the globe in supporting combatant commands provides the USSTRATCOM J6 leadership the unique opportunity to leverage our worldwide workforce and advanced technology integration experience to accelerate modernization and reduce technical complexity necessary to support the growing and dynamic USSTRATCOM missions.

The Chief Architect will play a key role in driving the technology strategy forward working in partnership with the USSTRATCOM Senior Advisor and SCITLS Chief Technology Officer (CTO) on an enterprise communications, network, and cloud operations and modernization contract. 

The Chief Architect must have experience in successfully collaborating with a variety of customers and stakeholders, helping to fill the communication gap between technical and non-technical specialists. The candidate will drive the implementation of innovation solutions and foster a culture of continuous improvement and innovation. By collaborating with and being a part of the SCITLS program management team, the candidate will provide strategic recommendations and ensure that the solution fits the defined purpose. The candidate will demonstrate both managerial and technical capabilities and experience. 

Responsibilities: 

Responsible to the SCITLS CTO for all aspects in the development and maintenance of the USSTRATCOM Enterprise IT Roadmap and overarching enterprise IT technology strategyAnalyze and recommend improvements to existing infrastructure and service offerings, including guidance and support in modernizing and securing networks and refactoring applications and migrating remaining data center applications to cloud Work in partnership with customers to understand and participate in the development of new mission support IT strategies assessing current and future skills and technologies to support emerging mission needs Making recommendations to customers in the shaping of the future of enterprise architecture and roadmaps for the commands Assesses DoD frameworks and help to ensure implemented use cases adhere to that frameworkExperience designing, executing, and/or supporting Federal IT cloud solutionsDevelop “as is” and “to be” architecture and solutions focusing on scalability and extensibility Develop and maintain architectural documentationConduct architectural reviews and assessmentsInterface with government engineers/architects regarding architecture standards/guidelines/policies based on needs and anticipated technology advancesShape end-to-end architecture and design and work with the organization to implement solutions Define templates and set best standards and practices that operational teams can utilize Coordinate with platform vendors in coordination with the Supply Chain and Asset Management Manager for issues and support requestsFormulate the top-level architecture of the enterprise solution, including the hardware and software, topology and interconnects, so that the networks and services works as an integrated, cost-effective unit to satisfy each command requirements. Constructs system hardware and software design criteria and identifies commercial-off-the-shelf (COTS) or reused hardware/software that will fit the intended need Perform analysis of alternatives and tradeoffs between the candidate systems on performance, cost, schedule, risk, reliability, etc., using a structured decision analysis methodology to select the best candidate solution for further definition Plan and execute analyses and simulations to estimate system performance, availability, reliability, etc., over the full range of operational scenarios, compares these to the requirements, and identify possible risk areas and performance trade-offs Review current technology to evaluate capabilities and features Develop a technology roadmap and a demonstration plan for higher technical risk components or subsystems (i.e., non-COTS components or components that require development that are near state-of-the-art levels) Supports definition of technical performance measures (TPMs) and develops a plan for TPM goals versus requirements, and ways of calculating or measuring TPM values Supports planning for verification of all requirements and interfaces through planning activities for analysis, simulation, or test Participates in formal/informal reviews and internal program reviewsIdentify the need for appropriate technical analyses, simulation, design, and verification/test tools and techniques Reviews verification and test procedures, as requiredActs as the technical gatekeeper of the program, so that cost and schedule pressures do not jeopardize solution quality and performance 

REQUIRED EXPERIENCE: 

Experience in designing and deploying enterprise systems architectures   Experience with DevSecOps in a hybrid multi-cloud environment (Google, AWS, Azure), including maturing existing CI/CD pipeline  Experienced with securing at least one of the following cloud service provider types: Infrastructure as a Service (IaaS), Software a Service (SaaS), and Platform as a Service (PaaS) Experience with Security Authorization & Accreditation (A&A) and obtaining Authorization To Operate (ATO) for new systems Experience with Enterprise Agile/SAFe disciplinesNavigate between different levels of technical detail across a breadth of technologies and capabilities to best understand what we currently have and appreciate the implications of recommendations of what is to be done Self-motivated and focused on delivering outcomes; ability to work independently and collaborate with teams Strong communication skills (writing, speaking, and listening); ability to articulate solutions and rationale for design decisions. Strong technical writing experience and experience presenting solutions to both business and technical stakeholders, to include leading technical section approaches Knowledge or certification in Department of Defense Architecture Framework (DoDAF), Unified Architecture Framework (UAF) or The Open Group Architecture Framework (TOGAF) frameworks  

DESIRED EXPERIENCE: 

Experience with Cloud Service Providers (Azure, AWS, Google) Experience with databases, specifically Oracle Experience with API Gateways such as MuleSoft, Azure Gateway Service Knowledge of Container platforms such as Docker and Kubernetes Experience with UIPath Experience in effectively managing cross-functional teams and conflict, and cultivating strong relationshipsExhibits excellent listening skills. Demonstrated ability to promote teamwork, compassion for people, and cultural and thought diversity

Education:  Master’s degree with 15 years of prior relevant experienceClearance:  Active DoD TOP SECRET clearance with SCI eligibility ​Required Certifications: ITIL 4 Foundation Certification; As required in DoD 8570 IAT-III or IAM-III; SAFe for Architect certification and willingness to obtain SAFe 6 Architect
