Arlluk Technology Solutions, a KGS subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment. Arlluk Technology Solutions, a Koniag Government Services company, is seeking an experienced Scrum Master to join our agile development teams supporting the Defense Health Agency. The ideal candidate will be a servant-leader who facilitates the Scrum process, removes impediments, and fosters a high-performing team environment. This role is crucial in ensuring the effective implementation of Scrum practices and principles within the complex landscape of military healthcare IT projects. Essential Functions, Responsibilities & Duties may include, but are not limited to: The Scrum Master will be responsible for guiding the development team in their use of Scrum methodology and ensuring the team adheres to agile values and principles. Key responsibilities include: Facilitate Scrum events including sprint planning, daily stand-ups, sprint reviews, and retrospectives. Coach the development team on self-organization and cross-functionality. Remove impediments or guide the team to remove impediments by themselves. Help the Product Owner effectively manage the product backlog. Ensure transparency in the Scrum process and facilitate effective communication within the team and with stakeholders. Protect the team from external interruptions and distractions. Foster an environment of continuous improvement through regular retrospectives and action item follow-ups. Collaborate with other Scrum Masters to increase the effectiveness of Scrum in the organization. Guide the team and organization on how to use Scrum effectively and empirically. Support the team in adopting engineering practices and tools that enhance agility. Help align the Scrum Team with enterprise and program-level objectives. Facilitate stakeholder collaboration as needed. Education and Experience: Required: Bachelor's degree in Computer Science, Information Technology, or related field with 5-7 years of experience in agile methodologies and Scrum, or Master's degree in a relevant field with 3-5 years of experience as a Scrum Master, or PhD in a relevant field with 0-2 years of experience as a Scrum Master Required Skills and Competencies: Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification Strong knowledge of Scrum framework, values, practices, and applications Experience in servant leadership and coaching agile teams Excellent facilitation and conflict resolution skills Strong communication and interpersonal skills Ability to work effectively with both technical and non-technical stakeholders Experience in agile project management tools (e.g., JIRA, VersionOne, Trello) Understanding of software development practices and lifecycle Knowledge of agile estimation and planning techniques Familiarity with other agile and lean methodologies (e.g., Kanban, XP) Ability to obtain and maintain a Public Trust clearance Experience working in collaborative, fast-paced environments Desired Skills and Competencies: Experience working in government or military healthcare environments Advanced Scrum certifications (e.g., Advanced Certified ScrumMaster, Certified Scrum Professional) Knowledge of scaled agile frameworks (e.g., SAFe, LeSS, Nexus) Experience with distributed or remote teams Familiarity with DevOps practices and principles Understanding of technical practices (e.g., CI/CD, TDD, BDD) Experience in organizational change management Knowledge of project management methodologies (e.g., PMBOK, PRINCE2) Familiarity with cybersecurity practices and compliance requirements in government IT projects Experience in mentoring and developing other Scrum Masters or agile practitioners Working Environment & Conditions This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs.
