Modern Technology Solutions, Inc. (MTSI) is seeking a Wargames and Exercise Lead to fill a SETA (Scientific, Engineering, and Technical Assistance) position with the Space Development Agency (SDA). SDA is breaking the norms of the DoD acquisition cycle, delivering a new tranche of hundreds of satellites every two years. SDA is a fast-paced organization and is changing the way that the Department of Defense acquires space systems. SDA develops the Proliferated Warfighter Space Architecture (PWSA) which consists of several layers, including the Transport Layer, the Tracking Layer, and the Support Layer. The Transport Layer provides the backbone of the PWSA through the development and deployment of optical intersatellite links on hundreds of satellites and the space-based implementation of tactical data links. The Tracking Layer provides real-time threat detection and characterization, The Support Layer enables the architecture through the development and deployment of the ground segment. The Wargames and Exercises Lead will leverage experience with modeling and simulation and virtual, live, constructive (VLC) environments to support SDA’s participation in multiple wargames and exercises. The Wargames and Exercises Lead will interact with military staff at all levels and represent SDA in these environments. This position will be part of a team of MTSI personnel providing SETA support to SDA in either Chantilly, VA or Colorado Springs, CO.

Responsibilities:
As a Wargames and Exercise Lead with MTSI, you will apply knowledge and expertise to perform technical engineering support and analysis in support of SDA participation in multiple wargames and exercises. Travel of approximately 25% will be required.
Your essential job functions will include but may not be limited to:
Overseeing the development of SDA models and simulations in a virtual, live, constructive environment in support of wargame and exercise objectivesDeveloping creative, stressing, realistic, and effective Master Sequence of Events Lists (MSELs – the exercise script)Working with SDA partners in wargame and exercise planningConveying as-design and as-built performance of SDA systems into configurations used to support the wargames and exercisesPerforming analysis of SDA performance within wargames and exercises and communicating the results to SDA leadershipProviding support during execution of the wargames and exercises using models and simulations and coordinating with SDA on-orbit assets Establishing Training Objectives and Joint Mission Essential Task ListsAssisting the Government team on potential solutions across a wide variety of multi-domain, tactical, and mission area applicationsDeveloping CONOPs and operational plans at both the system and enterprise mission levelsRecommending and coordinating development with related activities of other DoD and non-DoD agenciesDriving project meetings and reviews to closure, to include technical interchange meetings, design reviews, and program management reviews, by coordinating government and contractor meeting plans, establishing objectives and entry/exit criteria for each meeting or review, and applying past experience to improve outcomesMonitoring the development of SDA systems and recommending changes based on the impact of design decisions on the ability of the system to provide support to the warfighterEliciting the operational benefits from the system designs early in developmentQualifications:
15+ years of experience working DoD exercises, acquisitions, or operationsExperience in Combatant Command (CCMD) or Major Command (MAJCOM) training, operations, intelligence and planning activitiesExperience in a CCMD J7 (Joint Forces Development and Training), Service Command Exercise and Wargames directorate, or J3 (Operations) DirectorateExperience developing ‘future world’ (4-15 years ahead) scenariosDemonstrated ability to work in a fast paced, dynamic environmentExperience working unsupervised with all staff levels from Action Officers to executive leadersExperience with formal academic and on-the-job training processesDemonstrated ability to work independently and follow-through on taskingStrong work ethic with the willingness and flexibility to adapt to changing directionPreferred/Desired Experience:
Master’s degree and advanced PME education (e.g. Joint or Service War College)Experience serving in Operations Centers in a Joint capacity (Joint Intelligence and Operations Centers, Air Operations Centers, Maritime Operations Centers, Army Engagement Centers, or similar)Experience working with organizations that use non-standard acquisition processes, such as the Space Development Agency (SDA), Space Rapid Capabilities Office (SpRCO), Missile Defense Agency (MD), and DARPA Special Capabilities Office (SCO)Familiarity and experience with the roles and missions of US Space Command (USSC) or US Northern Command (USNC)Experience and demonstrated understanding of Joint Event Life Cycle (JELC) including an understanding of the purposes and goals of the Concept Development Conference (CDC), Initial Planning Conference (IPC), Mid Planning Conference (MPC), Final Planning Conference (FPC) and After Action Review (AAR) conferencesExperience working with modeling and simulation and virtual, live, constructive (VLC) environments using tools such as Systems Tool Kit (STK) and AFSIMEducation Requirements:
