About the Division of Design and Engineering:
Continuing over a century of visionary land stewardship, DCR’s Division of Design Engineering (DE) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support DE’s mission. Our staff is unified by a passion for providing access to high quality public open space and outdoor recreation for all ages and abilities, and strive to improve visitor experience, enhance universal accessibility, and help modernize DCR’s facilities and resources to be more carbon neutral, energy independent, and resilient to climate change.

Position Summary:
The incumbent of this position will play an important role in contributing to the Transportation section within the Department of Conservation and Recreation (DCR) by acquiring and processing transportation and traffic data with the latest available software including Geographic Information Systems (GIS). Duties involve conducting research, analyzing data, and developing comprehensive plans and policies related to land use, transportation, environmental conservation, and economic development. The Regional Planner I will collaborate with transportation staff within DCR. Provide technical assistance to decision-makers and monitor the implementation of adopted plans to promote equitable and resilient communities.
Duties:
· Land Use Planning: Developing land use plans and zoning regulations to guide the growth and development of communities within the DCR. Analyze current land use patterns, to project future growth, and identify suitable areas for residential, commercial, industrial, and recreational purposes.
· Transportation Planning: Coordinate transportation infrastructure projects such as roads, highways, public transit systems, bike lanes, and pedestrian pathways. Conduct traffic studies, analyze transportation patterns, and recommend improvements to alleviate congestion and enhance mobility.
· Environmental Planning: Assess the environmental impact of proposed development projects and ensure compliance with environmental regulations. Conduct environmental assessments, identify environmentally sensitive areas, and develop strategies to minimize negative impacts on natural resources.
· Interagency Coordination: Collaborate with other government agencies, local jurisdictions, and regional organizations to coordinate traffic planning and monitoring efforts. Participate in interagency meetings as needed.
· Data Analysis and GIS Mapping: Collect, analyze, and interpret data related to demographics, land use, transportation, and infrastructure using geographic information systems (GIS) and other analytical tools. Create maps, charts, and reports to visualize spatial patterns and support evidence-based decision-making.
· Provide support to Traffic Section staff in charge of managing publication of geospatial data to MassGIS. Support DCR geospatial data needs by developing ArcGIS web maps, dashboards story maps and other services such as mobile data collection applications focusing on real-time traffic data and precise location of regulated facilities. Provide training and support on GIS application platforms for DCR users.
Preferred Qualifications:
· Experience in urban planning, regional planning, geography, environmental studies, public
· Administration, or related field
· Proficiency in creating and modifying apps using ArcGIS Online for use with DCR asset management systems, ensure data standards in new and ongoing projects.
· A solid understanding of urban planning principles, land use regulations, transportation systems, environmental issues, and sustainable development practices is essential.
· Knowledge of relevant local, state, and federal planning laws and regulations.
· Proficiency in computer software applications commonly used in planning, such as Geographic Information Systems (GIS), AutoCAD, Adobe Creative Suite, and Microsoft Office Suite
· Familiarity with statistical analysis software and other planning-related tools may also be beneficial.
· Strong analytical and problem-solving skills are essential for interpreting data, conducting research, and developing solutions to complex planning challenges. The ability to analyze spatial data using GIS and other mapping tools is particularly valuable.
· Excellent written and verbal communication skills for effectively communicating with DCR staff.
· The ability to convey technical information in a clear and accessible manner.
· The ability to work collaboratively in a team environment and build positive relationships with colleagues, government officials, community members, and other stakeholders. Demonstrate cultural sensitivity and be able to engage with communities from diverse backgrounds.
· Strong organizational and time management skills for managing multiple projects simultaneously, meeting deadlines, and prioritizing tasks effectively.
· Experience with project management methodologies and tools may be beneficial.
· Proficiency and computer literacy with Microsoft Office Suite (Word, Excel Outlook, PowerPoint) Proficiency and experience with using ESRI GIS desktop and web applications including ArcGIS
