In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Area Director, Cowichan, the Manager is responsible for Cowichan-wide quality management, including oversight of policy and procedure documents, external assessment (i.e. Accreditation), process improvement initiatives, incident management reviews, quality assurance / quality control and education.

The Manager, Quality Improvement and Implementation participates in the planning, development, implementation, and evaluation of quality improvement and patient safety initiatives for the Cowichan area. Working collaboratively with Island Health programs,consultants, and stakeholders, the Manager completes planning activities, works with other managers, and leads multi-disciplinary teams to identify, plan, and implement quality improvement projects. The Manager facilities a culture of continuous improvement and develops tools to enable local continuous quality improvement.

Responsible for planning, organizing and directing assigned senior staff and Department/Program activities and projects to ensure the Cowichan area provides high quality, patient centric, affordable, cost effective, sustainable and accountable service.

QUALIFICATIONS:Education, Training And Experience

A level of education, training & experience equivalent to a bachelor's degree in a relevant discipline, which may include business administration, project management or education, plus seven (7) years' recent and related experience in the health care field.

Five to seven years' experience in quality improvement, implementation and evaluation, and project management.

Demonstrated project management success and successful completion of one large strategic project within the last three years.

Educational preparation in quality improvement, a certificate in quality improvement or equivalent training in the use of quality improvement methods and tools.

Experience with process improvement methodologies and best practice; experience in community health services and/or quality management.

Skills And AbilitiesDetailed knowledge of project management and change management principles and methodologies. Intermediate to expert-level system planning implementation skills. Proven ability to track, coordinate and integrate external issues as they affect project plans. Proven ability to write, analyze and edit project plans, proposals. Excellent written and oral communication skills coupled with the ability to write or edit high quality business documents (e.g. project charters, master project plans, risk management plans, communication plans, progress reports, project wrap-up documentation) Excellent interpersonal skills, with the capability of providing leadership to a diverse project team and interact comfortably with senior personnel in the organization. Detailed knowledge of data analysis and ability to communicate out results. Demonstrated commitment to client-focused services and teamwork. Ability to integrate administrative, professional and operational aspects of the department throughout Island Health in an effective and efficient manner. Ability to develop and nurture and environment where quality improvement principles are embraced and used on a continuous basis. Excellent presentation, interviewing, facilitating and negotiating skills. Physical ability to perform the duties of the role.
