Summary Provides administrative and secretarial support to the management of the Mental Health Service Line. Responsibilities The Secretary serves as being the first point of contact in the PIMS office of the Chief for the service line, in addition to added complexity of overall administrative functions, including fund control point management/clerk and budgetary control, responsibility and reporting requirements. Advanced duties are in response to support the increased size and complexity of the management of Physical Integrated Medicine Service.Major duties include but are not limited to: Possess knowledge and skill to problem-solve effectively, collect the necessary information, establish the facts, and take or recommend action based upon application or interpretation of established guidelines. Utilize full functionality of ADP Systems for work efficiency and effectiveness for high quality, professional products for public presentations. Develop background information from numerous areas of the Service and prepare outlines for the Service Administrative Officer and Service Chief's various correspondence/reports. Independently complete technical aspects of office administration, to include budgeting functions, purchasing, supply management, personnel administration utilizing Web HR, data processing, and files management, and perform staff support work in each of these areas. Serving as Fund Control Clerk, maintain, and transfer funds between several unrelated appropriated fund accounts and several revolving fund accounts. The accounts are subject to different regulations and procedures. Initiate personnel actions as needed by the office through HR Smart, and possess an understanding of how various administrative services relate to one another and how they relate to the mission of PIMS. Receive schedule, refer, and contact members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public community healthcare facilities and offices, congressional offices, member of the university affiliate, state and local officials, high ranking officials in the field or industry, public action groups, equipment vendors and attorneys. Responsible for coordination, and correspondence related to projects, questions, or problems that arise related to any program or function within PIMS. Attend meetings, prepare minutes, post to SharePoint, and follow up on action items with appropriate staff members independently. Maintain timekeeping records in an organized manner and be prepared to respond to a time keeping audit at any given notice. Perform other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing clerical, secretarial or administrative functions in a medical environment; reviewing correspondence for procedural, grammatical and/or typographical accuracy performing administrative support work such as program or office planning; triaging incoming calls, maintaining filing systems; and organizing, scheduling and handling logistics for conferences, meetings, and interviews. You will be rated on the following Competencies for this position: Clerical Computer Skills Customer Service (Clerical/Technical) Writing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
