Essential Functions + Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination + Supervises and coordinates the work for Prince George’s or Montgomery County collection technicians and administrative support + Schedules the work of the unit on a short and long-term basis + Forms crews and assigns work + Tracks the performance of the Section on a daily, weekly, monthly and quarterly basis in relation to the Section’s goals + Assures the quality of all written material drafted by the field staff + Keeps the Section informed of its progress towards goals by posting weekly information + Keeps informed of the current technology and equipment available both within the Commission and in the wastewater industry + Evaluates the effectiveness of technology and equipment + Assures that the section is in regulatory compliance + Maintains inventory and cost accounts of equipment and materials + Prepares specifications for use in the procurement of supplies and services + Makes regular and frequent field inspections of work locations and other work sites to monitor adherence to plans and specifications to ensure the quality of materials and workmanship + Investigates and resolves customer complaints and determines responsibilities + Administers and reviews Utility Services Team safety procedures for adequacy and clarity + Provides administration of a defined geographical area including activity reports, time sheets, material requisitions, work orders, attendance records; performance evaluations, vehicle logs, accident and injury reports and investigations + Makes recommendations and assists in the formulation of short and long-range programs for operational and engineering improvements to the wastewater systems + Meets with representatives of the state and county governments, other utilities, and Commission jurisdictions to exchange information and resolve maintenance problems + Participates in the review of plans and specifications, and the evaluation and testing of materials + Accumulates and reports various data for monthly reports + Drives a vehicle to conduct WSSC Water business Other Functions + Works closely with the Planning and Sewer Condition Assessment Sections to assist the Division with implementation of the Consent Decree and in support of the Sewer Condition Assessment Program + Provides substantive guidance and input (technical and policy) to the work of Utility Services field teams in relation to Commission planning and execution of maintenance efforts + Includes Utility Services field teams during planning, policy formulation and program implementation. In particular, includes Utility Services field teams for the implementation of the Consent Decree + Works with the Division Manager to ensure that the field teams are able to draw on the experience and knowledge of Utility Services leadership + Advises municipal mayors and other political offices, as well as their executive staff on setting-up/operation of jobs that will impact their constituents and municipal operations + Ensures that field teams undertake appropriate and ongoing training activities. This includes substantive input into this work as well as direct participation in the activities + Drafts and submits regular reports on the substantive work of the field teams, including team and individual Work Plans and Outcomes/Results Reports. This will also include staff performance assessments and reviews + Performs other related duties as assigned Work Environment And Physical Demands + Work is generally split between the office and the field + When working outdoors, there will be exposure to the seasonal fluctuation in temperatures Required Knowledge, Skills, And Abilities + Knowledge of industry best practices used in the inspection and maintenance of wastewater collection + Thorough knowledge and understanding of safety rules and regulations and standard operation procedures + General understanding of fluid mechanics + Ability to work under limited supervision as a self-starter and an effective communicator + Ability to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Sections and the general public + Ability to provide guidance on difficult technical problems + Ability to review and prepare written reports + Ability to interpret construction plans + Ability to use good operational and engineering judgment + Ability to gain a basic understanding of the Maintenance Management Information System ( MMIS ) and Customer Service Information System ( CSIS ) + Ability to use Inspection software packages + Working knowledge of basic PC applications Minimum Education, Experience Requirements + Bachelor’s degree with a major in Civil Engineering or related engineering field + 5 years of experience in water and sewer maintenance operations OR + High School diploma or equivalent + 9 years of progressively responsible experience in water and sewer maintenance operations Additional Requirements + Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date + Possession of Class 2 Wastewater Collection System Operator Certificate and maintain the certification throughout the time in the position + Possession of the National Association of Sewer Service Companies ( NASSCO ) PACP certification and maintain the certification throughout the time in the position + Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter + Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work Preferences + Basic understanding of the Maintenance Management Information System ( MMIS ) and Customer Service Information System ( CSIS ) and working knowledge of WebMap or Enterprise Geographic Information System ( EGIS ) + Supervisory experience Salary$104,908 - $178,628 Posting Detail Information EEO Statement AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
