Sector Global Trade Director
**Job Description** BAE Systems is seeking a Sector Global Trade Director for the Intelligence & Security (I&S) Sector. The successful candidate will provide overall management responsibility for the I&S Sector Global Trade compliance program by providing functional management and oversight for import compliance, export control, and international compliance/anticorruption programs and activities to include developing, implementing, and assessing strategic initiatives for all policies and procedures to ensure compliance with all applicable export, import, and international compliance laws and regulations. Essential Responsibilities: 1. Ensures compliance with all U.S. import, export, and international compliance laws and regulations. Establishes management oversight for all administrative activities related to the operations of all import and export compliance functions. Functions as a designated Empowered Official (EO) per the International Traffic in Arms Regulations (ITAR) to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC). Works with Sector Chief Counsel to ensure the Sector has a sufficient slate of qualified and trained EO s and ECO s available to support the Sector s business needs. 2. Conducts internal investigations, under the direction of the Legal department, related to any alleged infractions or violations of applicable U.S. import or export regulations. Manages the Sector global trade department budget and approves the International Trade and Compliance team budgets at remote P&S sites. Develops, implements, and monitors required export training materials and classes to ensure export training for all employees. Acts as functional Manager for import, export, and international compliance personnel. Provides work direction to other personnel who perform import, export, and international compliance related tasks. 3. May review and approve applications for export licenses, Technical Assistance Agreements (TAAs), and Manufacturing License Agreements (MLAs) prior to submittal to the U.S. government. Ensures that the business is properly registered with DDTC as manufacturers and exporters of defense articles and/or suppliers of defense services. Ensures that appropriate import and export records are maintained as required by law. 4. Advises management as to export considerations in product development and marketing. Reviews and approves sales proposals for compliance with export laws and regulations. Reviews and approves company publications, white papers, and articles for export-controlled content. Participates on industry wide export, import, and international compliance related panels, symposiums, etc. 5. When the opportunity arises, participates in merger and acquisition activities such as due diligence and integration activities. 6. Leads in developing the Sector Global Trade functional strategy. Establishes import and export goals and objectives and the measurement and monitoring processes necessary to determine actual progress and completion of those goals and objectives both from a business and functional perspective. Develops guidelines and improvement measures including automated solutions for import/export trade compliance processes and procedures. 7. Maintains a safe work environment and ensures compliance with safety objectives and policies. 8. Shares responsibility for self development with immediate Supervisor. Necessary Skills: Problem Solving: Analytical thought needed to resolve issues in a variety of complex situations without supervision. Knowledge and experience used to provide guidance and assistance to Business Development, Contracts, Legal, Program Management, Security, and other business-related partners to help resolve and advise export/import and international compliance related issues that arise. Nature of Impact: Impacts quality and timeliness of results, planning, and revenues or budget. Area of Impact: Primarily Sector wide. Interpersonal Skills: Developed communication skills to exchange complex information. Negotiation Skills: Negotiates mainly internally within a project team or department at higher levels and occasionally with external relationships. Project Management: Leads project/program team members checking the work of others, managing workflow, and prioritizing tasks. Responsible for the training and development of team members and direct reports. Additional Skills: Strong oral and written communication skills as well as outstanding organizational and analytical skills; work independently but collaboratively in a team setting while displaying a high level of self direction and sound judgment; self starter with a proactive approach to address issues before they create legal exposure; able to handle a multitude of complex and challenging situations; desktop computer competency to include proficiency in export management software and MS Office Suite **Required Education, Experience, & Skills** + Bachelors degree + Twelve or more years of relevant experience with high preference for Department of Defense (DoD) government contractor experience + Management experience + Functional strategy and policy experience + Investigations and voluntary disclosure experience + Audit experience + Problem solving, interpersonal skills, communication skills, nNegotiation skills, and project management experience + Department of Defense (DoD) governement security clearance at the Secret level eligibility **Preferred Education, Experience, & Skills** + SSA experience + Government contracting experience + Top Secret security clearance eligible + In addition to US export controls, experience with export matters related to European, Australian, UK, Czech Republic export controls, sanctions, customs compliance, and other trade regulations. + Attorneys are welcome to apply (JD from an ABA accredited law school; admitted to practice law in a US jurisdiction) **Pay Information** Full-Time Salary Range: $135556 - $230444 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
