Summary:
The Access Control and Video Technician supports Mercy by assisting in the planning and management of existing and new security infrastructure. Maintains the organization’s automated security systems and employee identification card system. Serves as the point of contact for security system related issues. This position also provides training to Security and Human Resource staff on access control, video management, HUGS infant abduction, Messagenet mass notifications (or similar mass notification system), and other security systems including incident data management. Assists with security risk assessments around security vulnerabilities and action plans particularly as they apply to infrastructure. A specialist on complex technical and business matters. Work is highly independent. May assume a team lead role for the work group. The incumbent may have access to highly confidential patient, employee and/or Mercy proprietary information, and must handle & protect the information in accordance with hospital & system policies, HIPAA requirements and the highest level of ethical standards. The incumbent is responsible for reporting all security events, potential events, or other security risks to the organization. The incumbent is responsible for participation in and completion of all patient safety initiatives appropriate to the position and conducts all job responsibilities according to the Mission and Values of Mercy Hospital.
Responsibilities:
1. Responsible for the development, coordination and evaluation of Disaster Plans, Hazmat Plan, Bioterrorism Plan, Hazard Vulnerability Analysis and Disaster Drills to ensure regulatory compliance for State Licensure, regulatory compliance, as well as State and Federal Mandates imposed upon the hospital to direct the utilization of available funding and grants. • Works to ensure plans and emergency management program and plans meet regulatory requirements. • Develops, coordinates, conducts and analyzes data related to response to exercises, trainings and real-world events, etc. • Completes after action reviews and monitors corrective action plans following exercises and real-world events. • Evaluates plans, identifies gaps and works with stakeholders to update/revise plans. • Assists with Capital Purchase Planning activities. • Participates in tracking of budgetary spending to ensure cost of projects remain on target. • Coordinates and maintains the security infrastructure of the hospital, out buildings, outside properties and assets. • Participates in the procurement of funding specified for Emergency Disaster Preparedness and the utilization of those same funds for their designated purpose. • Responsible for Incident Command when initiated by AOC. • Serves as Safety Officer. 2. Coordinates and maintains the security infrastructure of the hospital, out buildings, outside properties and assets on their scheduled shift: • Assists in developing new and expanding existing security systems. • Assists with or preforms installation, repairs and daily oversight of security-related systems including access control, ID Badges, video management, infant monitoring, intrusion and panic alarm systems. • Provides technical input on the design and development of security infrastructure and access control systems at Mercy facilities. • Exercises independent judgment in effectively allocating Security Department resources as related to maintenance of existing infrastructure and acquisition of new infrastructure. • Identify and attend relevant training courses to expand and maintain knowledge base. 3. Coordinates and performs maintenance and installation of security infrastructure: • Performs diagnostic tests as well as analyzes electronic equipment for causes of failure; isolates, tests and replaces defective parts. • Maintains a supply of frequently needed spare parts and equipment to ensure the prompt repair or maintenance of the systems. • Develops and maintains an effective preventive maintenance plan for all security related electronic equipment. • Works with equipment manufacturers on repair work and orders parts needed for equipment repair and maintenance. • Coordinates preventative maintenance with emergency repair and work activities. 4. Coordinates and performs training: • Develops and implements a training schedule as well as relevant training modules and materials to teach necessary skills to employees related to security IT and security infrastructure. • Provides training to staff on access control, video management, HUGS infant abduction, Messagenet mass notifications and other security systems including incident data management. • Maintains accurate an up to date training records. 5. Coordinate and performs technical support: • Provide technical assistance and support for incoming queries and issues related to relevant computer systems, software, and hardware. • Respond to queries either in person or over the phone. • Maintain the daily performance of security systems. 6. Assist in Access Control Operations: • Establishes and maintains access control clearances and makes ID Badges. • Accurately enters parking sticker requests and image ID applications for Mercy employees, non-employees and volunteer’s data into computer. • Completes incident reports and security notices. • Researches parking and ID badge information. 7. Performs additional duties as required or assigned.
