SECURITY ASSISTANT (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY ASSISTANT (TITLE 32), Position Description Number D2478000 and is part of the IL DCSOPS, National Guard. Responsibilities As a SECURITY ASSISTANT (TITLE 32), GS-0086-5/6/7, you will serve as a Security Assistant, responsible for assisting in the personnel security clearances process and supporting an Administrator/Adjudicator with suitability adjudications /determinations for the fitness and suitability on individuals for entry and retention in sensitive and non-sensitive positions required by Army. Major Duties - This is NOT an all-inclusive list: Check the request for completeness and accuracy and contacts the Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required. Ensure investigative scoping items are met, personal identifying data and investigative questionnaire information is accurate and complete. Ensure all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines. Ensure all systems of record accurately reflect the suitability adjudicative determination. Receive, review, and submit requests for personnel clearances for serviced civilian, contractor, and military personnel. Assist the review of personnel security background investigations and other source documents that determine suitability, fitness, for federal employment, and other credentialing decisions. Use a variety of methods to track, monitor, and maintain files concerning the status of pending, current, and in-progress investigations and reinvestigations for secret and top-secret clearance holders. Perform duties related to assisting suitability adjudications/determinations for the fitness and suitability of civilian employees, contractors and/or applicants for initial and continuing employment retention. Check with the agency performing the investigation for an update on the status of the security clearance in question as required. Notify the units of individuals requiring reinvestigation and resubmission of documentation. Compose documentation, for supervisors' signature, verifying security clearances for those individuals going on Temporary Duty (TDY) to other locations and requests the same of locations with individuals coming TDY to their location. Provide written and oral communication to appointed adjudicator regarding minor derogatory information found in the investigative file. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only GENERAL EXPERIENCE: MUST possess the experience, education and/or training which involves clerical or administrative work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess the specialized experience, education or training which includes at least 12 months equivalent to the GS-06 Level, performing clerical or administrative duties in an office environment; have experience performing office functions using computers and automation systems; experience working independently and setting priorities with very little supervisory control. GS-06 Level - MUST possess the specialized experience, education or training which includes at least 12 months equivalent to the GS-05 Level, in the performance of clerical or administrative duties which demonstrates a working knowledge of general office routines and functions; experience using computers and automation systems. GS-05 Level - MUST possess the specialized experience, education or training which must have at least 12 months equivalent to the GS-04 Level, in the performance of clerical or administrative duties which demonstrates a working knowledge of general office routines and functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education If you are using Education to qualify for this position, Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions. You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
