SECURITY OFFICER(SPECIAL ACCESS PROGRAMS)
Summary Serves as Security Officer (Special Access Programs) in the Joint Staff Special Access Programs Central Office (JS SAPCO) and is the technical specialist in governance, protection, and administration of SAP matters. The Incumbent develops plans, evaluates and administers Joint Staff SAP policy and ensures responsive and effective oversight for Joint Staff and Combatant Command SAPs and sensitive activities. Responsibilities As a SECURITY OFFICER(SPECIAL ACCESS PROGRAMS) at the GS-0080-14 some of your typical work assignments may include: Provide expert advice and guidance on all staffing actions regarding operations and support of Special Access Programs (SAPs) as they affect the Joint Staff. Also serve as the principal expert representing the Joint Staff to the most senior members of program and oversight representatives for other federal national level agencies to ensure mutual understanding of objectives and proper interpretation and implementation of guidance, policies, and procedures on matters relevant to apportionment, oversight, and special access programs. Use wide range of security concepts, principles, and practices to independently review, analyze, and resolve difficult and complex security problems. Exercise technical oversight over all Joint Staff and Combatant Command (CCMD) DoD SAP security offices. Advise on all SAP governance, protection, and oversight matters. Initiate, draft, and recommend changes to policy directives and instructions to senior JS leaders and implements guidance within Joint Staff and Combatant Commands. Resolve classification and declassification problem areas and advise personnel on security classification requirements. Review contractor documents to ensure appropriate security clauses and language are included for SAP level access. As the SAP security officer, on behalf of the Chairman Joint Chiefs of Staff (CJCS), develop and maintain inspection criteria, security procedures, and standards for SAPs within the JS and CCMDs. Develop training plans and keep accurate records of all training performed, to include names and attendance dates of all trainees. Assess any negative trends based on SAP security violations or infractions and then develop tailored training to address deficiencies. Conduct training for JS senior leaders (CJCS, VCJS, DJS). Manage all aspects of Alternative Compensatory Control Measures (ACCM) as the JS ACCM Program Coordinator. Develop and maintain ACCM program access control listing and conduct updates of this list as required to maintain currency. Coordinate with exercise training personnel to have exercise participants accessed to required ACCM and terminate access as required. Requirements Conditions of Employment Qualifications You may qualify at the GS- 14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Drafting and reviewing Special Access Program (SAP) operations policies, procedures and activities ensuring compliance with federal statutory regulations. Coordinating oversight and administrative practices to develop and implement policies and procedures of Alternative Compensatory Control Measures (ACCM). Preparing reports and analyses on Special Access Programs (SAP) to brief high-level government and civilian officials, as well as coordinating Special Access Programs (SAP) education and training programs. Conducting compliance inspections of Special Access Program (SAP) investigation procedures and responsibilities for industry or Federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
