Security Services Technician - MGT

The Intern will operate as a project coordinator and support the DCCA’s Project Management Office (PMO), in the Division’s mission to promote a fair and transparent financial services marketplace and strengthen communities for all consumers. The PMO team’s work is central to assisting the division in aligning division priorities and strategic initiatives and projects to DCCA’s Strategic Goals, promoting an effective project management service model to facilitate the work efforts of staff across the division, establishing standard procedures for tracking, reporting progress and success measures regarding projects, and offering consultative services to assist division teams with timely delivery of high-quality products.

Requires knowledge of basic project management principles, concepts and techniques normally acquired through participation in or completion of a bachelor’s degree in business management, general studies, finance, accounting, computer science or other relevant fields from an accredited college or university. Must have good communication and interpersonal skills capable of developing and maintaining good business relationships; strong organizational and time-management skills; detailed-oriented; able to work effectively as a team member or an individual based on project needs. Demonstrates excellent analytical and problem-solving abilities. Ideally the candidate will have a strong working knowledge of the Microsoft products including Microsoft Project and Microsoft Planner or similar project management tools. Any hands-on experience with project management tools and/or participating in project management efforts is a plus.

Candidate will be under the supervision of a Lead or Senior Project Manager in the PMO. The Intern will be performing various administrative tasks and learning new concepts and ideas to help communicate, manage, and plan how to help projects stay on schedule. The intern may also support the collection, analysis, and reporting on risk and enhancement opportunities for various division projects, PMO services and carry out other related tasks as assigned. The Examiner Education Office of FFIEC administers the many facets of training programs for federal and state financial institution examiners.

Though a hybrid schedule is driven by the role, this position will require an on-site presence in Arlington, VA at the L. William Siedman Center as needed for in-person classes.

Duties and Responsibilities

§ Systems and Network Resources: Supports the installation and/or management of systems and network resources to meet business requirements. This includes performing simple system maintenance to guarantee systems function with limited interruption.

§ Technology Solutions: Shadows more senior staff to ensure that technology solutions align with business needs and software requirements.

§ Problem Diagnosis and Resolution: Supports the diagnosis of hardware and software problems.

§ System and Information Security: Seeks to develop knowledge of Federal policies and guidelines that govern the confidentiality, integrity, and availability of systems and information management. With extensive guidance, research IT security trends, system security standards, best practices, preventative measures, and disaster recovery processes to support the work of senior staff.

§ Security Posture: Supports the maintenance of the security posture of systems by participating in the implementation of Board standards and industry best practices.

§ Client Consulting and Support: With extensive guidance, provides system and application support to clients.

§ Issue Resolution: Participates in resolving and enhancing infrastructure and security systems with a bias toward customer experience.

§ Compliance: Supports the documentation of technical and administrative direction to identify functional characteristics of a system, control any changes to such characteristics, and support audits of systems, reports, results, and/or components to verify compliance.

§ Technology Adoption: Shadows more senior staff who provide guidance on the adoption of new technologies and tools.

§ Research: Supports more senior staff with researching technologies available in the market including components of cloud computing and one or more cloud technology platforms, in addition to on-premises computing technology, to support evaluating business requirements and determine which tools and services are best fit for a specific purpose.

§ Documentation: Participates in the development of technical documentation for systems and projects to provide direction, guidance, or instruction and/or summarize complex data and information in a succinct and compelling manner.

Remarks:

Seeking a MS SQL Server or PostgreSQL database/database server System Administrator. The System Engineer position will serve on the IT Application Infrastructure Services (AIS) team which is responsible for the implementation and continuous improvement of infrastructure middleware and platforms supporting database, data delivery, web app hosting, performance monitoring and encryption services in a multi-cloud hybrid compute environment including AWS and MS Azure clouds and on-premises Windows and Linux operating environments.

The security architect (ICAM Architect) participates, collaborates, and contributes towards the planning, architectural design, policies, principles for network, apps/workload, device/endpoint, data, and operations of ICAM solutions. Work assignments may involve enhancing various forms of Enterprise-level Identity Systems, directories, and databases. The candidate may assist on security frameworks used for multifactor authentication, single sign-on, and the overall ICAM solutions while working with many other IT teams. Work closely with security assessment teams to ensure compliance with ICAM security standards. May work on projects related to zero trust, identity, authentication, and access management in a hybrid cloud environment. Previous large-scale architecture and engineering experience with increasing responsibilities over your career. Extensive experience as a systems engineer, architect, or consultant in a government environment. Hands on experience with identity and access management technologies from leading vendors including Microsoft, Saviynt, SailPoint, CyberArk, Entra ID, Azure AD, and Okta. Knowledge of and experience with architecting solutions adhering to Credential, and Access Management (ICAM) policies, directives, and standards. Experience in the decomposition of requirements, use cases, and needs into a technical design, applying user-centric and test-driven design approaches. Demonstrated ability to work successfully in a team and independently. Self-motivated, innovative thinker with experience developing and managing a system roadmap or enhancement plan/backlog. Strong attention to detail; highly organized. Deep understanding of both cloud and on-premises infrastructure concepts, including compute resources, networking, security, load balancing, operating systems (Linux and others), web and application servers, databases, and storage. Understanding of how to architect a system for high availability and fault tolerance. Understanding of credentials, authentication and authorization principles and design alternatives. Highly Desirable:

· 7 years of work experience as an Enterprise Architect (EA) with a focus on identity as a perimeter or related ICAM leadership role, best practice Identity Governance Administration (IGA), Identity Credentialing Access Management (ICAM) or similar experience that is directly transferable.

· Security enterprise architecture mindset with business acumen

· Certification and/or experience with identity governance administration (IGA) and identity provider technologies (IdP) with Saviynt, SailPoint, Azure AD, Okta, and Entra ID, etc.

· Certifications and/or Experience with Privileged Access Management (PAM) technologies including Saviynt, CyberArk, Thycotic, Symantec, etc.

This position is within the IT Statistics Program Management Office (PMO) unit within Board IT Statistics and is part of the Federal Reserve’s Statistics Function – a national business line that collects financial, banking structure, survey, and contextual information and provides data management services to ensure information is fit for use. The IT Statistics PMO unit’s main responsibility is to provide general support and direction to national Statistics Function activities. In addition to overseeing the function’s automation and business projects and programs, this area is responsible for overseeing the function’s governance, strategic planning, demand management, and national budgets, as well as overseeing the annual performance evaluation process for Reserve Bank Statistics sites.

The Senior Financial Systems Analyst (FSA)/Senior Financial Systems Consultant (FSC) is responsible for developing and directing the execution of the Statistics four-year strategic plan, including directing select automation and business initiatives within the plan and partnering with stakeholders to ensure needs are met. The Senior FSA/FSC is responsible for defining function governance and policies and ensuring adherence. The Senior FSA/FSC is responsible for developing metrics (e.g., on services, staff utilization, and performance) and creating documentation (e.g., strategic plan, policies, procedures, reports, charters, evaluations). The Senior FSA/FSC prepares senior management for representation at meetings, including developing presentations and talking points for use in briefings, or presents on senior management’s behalf.

About the Team

The LISCC supervision program is the Federal Reserve’s supervisory program for the nation’s largest and most systemically important financial institutions. LISCC is comprised of national programs staffed by individuals from multiple Reserve Banks and the Board of Governors. These programs include Capital, Liquidity, Monitoring and Analysis, Governance and Controls, and Recovery and Resolution Programs.

Description of LISCC Liquidity section: The Liquidity Program assesses the adequacy of LISCC firms’ liquidity risk management practices and liquidity positions through both horizontal and firm-specific examinations and analyses conducted throughout the year. The team within that program that is responsible for evaluating the firms’ internal risk measurement practices seeks a fully committed examination team member.

About the Role

Principal Duties and Responsibilities:
• Support the Liquidity Program by executing cross-firm reviews of the LISCC firms’ internal liquidity stress testing practices and assessing firms’ progress towards remediating outstanding supervisory issues. The team member is expected to contribute to reviews of a variety of liquidity risk management topics over time.
• Develop expertise in the subject matters covered in the Liquidity Program
• Perform the background research needed to contribute to the scoping of individual reviews
• Develop a detailed understanding of the LISCC firms’ relevant internal reporting, including stress testing results
