Summary About the Position: Serves as the District's Security Specialist performing duties related to physical security, law enforcement, crime prevention, and information security and conducts investigations and inquiries into violations of laws, regulations, and security measures. Responsibilities Ensures accuracy of information input in the Rapid Time Automated Personnel Identification System (RAPIDS) to issue the Common Access Card (CAC) for service members, DoD civilians and contractors Coordinates and maintains access control systems including ID Badge systems, CCTV, and Intrusion Detection System (IDS) as it pertains to physical security regulations. Responsible for issuance, documentation, and accountability for variety of security and access badges. Perform duties to protect personnel, facilities, and USACE assets against criminal or hostile activities, sabotage, unauthorized disclosure, espionage, natural disasters, and terrorism. Responsible for observing all applicable safety rules, regulations, and directives. Maintains the security office website and security manager in implementing security education and motivation programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For GS-09: Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service performing includes 1) applying security concepts, principles and practices to administer a security program and resolve security issues. 2) implementing RAPIDS security procedures and issuance of CAC to vetted individuals. 3) Utilizing knowledge of physical security, key control, and information security policies and procedures; 4) Conducting physical security and vulnerability assessments to identify deficiencies within the program; 5) Applying working knowledge of a variety of standard and state of the art security equipment, systems, and devices to recommend appropriate protective methods and security procedures.; 6) Interpreting and applying agency guidelines, regulations, and policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Criminal Justice, Law Enforcement or Personnel Security. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GS-11: Specialized Experience: One year of specialized experience which includes performing physical security inspections, developing written integrated security plans, issuance and management of access control program, working with local and federal security partners, briefing employees on current security situations, understanding and development of operational security plans, issuing employee identification badging, and reviewing and interpreting applicable laws and regulations to advise command. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: PhD or equivalent degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Law Enforcement or Personnel Security. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Physical Security Security Education, Training and Awareness Security Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
