Summary Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants. Responsibilities Provides operational Anti-terrorism (AT), Emergency Management (EM), and Physical Security (PS) support to DCAA Headquarters, Regions, and Corporate Audit Directorate. Serves as subject matter expert and advisor to Region and CMO Commander/Directors. Implements and administers the AT/Emergency Management, Physical Security assessment program for assigned organizations. Researches and recommends equipment and systems that safeguard classified information, critical infrastructure, personnel, materials, and other assets. Conduct inspections/assessments to identify AT/Physical Security program weaknesses and asset vulnerabilities. Documents results, develops remedies and reports recommendations to senior leadership. Provides advisory services to management concerning the application or interpretation of security policies, rules, regulations, procedures and practices related to the AT/Physical Security programs. Leads and/or participates in AT/Emergency Management, Physical Security related forums. Serves as Contract Officer Technical Representatives (COTR) for assigned AT/Physical Security projects. Implements and tracks policy compliant AT/Physical Security education and awareness programs. Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience: Provides operational Antiterrorism (AT), Emergency Management, and Physical Security (PS) support management (i.e. DCAA Headquarters, regions, and CADs); develops programs, conducts and documents risk assessments, and tracks policy compliance; implementing comprehensive assessment programs (i.e. AT/Emergency management, physical security), conducting vulnerability and (PS) inspections to identify weaknesses, documenting findings, results, and recommendations in formal reports for senior managers; Identifies, reports, manages, and tracks resource requirements and resource expenditures through the acquisition life cycle of projects. You must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. You will be subject to a random counterintelligence scope polygraph. Telework: Telework availability will be based upon the mission requirements and supervisory determination. Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process. Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.
