Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Corps of Engineers, Army Geospatial Center, Security Office. Responsibilities Serve as a Security Specialist for one or more security programs, including, but not limited to, Information Security, Personnel Security, and Industrial Security. Evaluate security program resources and needs. Interpret higher level guidance for supported security offices and activities. Ensure consistent application of program standards and tasks. Research and maintain applicable SCI directives, regulations, manuals, and guidelines to ensure compliance with SCI security requirements. Perform a variety of administrative or security related office functions in an SCI environment. Maintain personnel security files for access to Sensitive Compartmented Information. Provide training and briefings to personnel to manage the protection of Sensitive Compartmented Information. Access national security databases to verify and pass personnel access information. This position is a developmental position hiring at the GG-07, GG-09 or GG-11 level, with full-performance at the GG-11 level. Current Army employees at the full-performance level of GG-0080-11 will be excluded from consideration at the GG-07 and GG-09 levels. If you are selected at the GG-07 or GG-09 levels, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GG-07: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing basic administrative or security related office functions such as preparing correspondence, preparing access rosters, reviewing visitor requests, inputting or obtaining information from security databases, management of security files, and/or office administration in a Sensitive Compartmented Information (SCI) environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Bachelor's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as Homeland Security or Security Management/Administrations. (NOTE: Transcripts must be submitted with application). OR A Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application). OR A Bachelor's with Superior Academic Achievement as defined by OPM. (NOTE: Transcripts must be submitted with application). OR A Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). Minimum Qualifications GG-09: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in at least two of the following: reviewing security guides for administrative requirements, conducting security indoctrination or debriefings, processing and passing clearance and access requests for employees and visitors, reviewing clearance and access required for visitors, conducting access control for secure areas, and/or conducting administrative functions in a Sensitive Compartmented Information (SCI) environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Homeland Security, or Security Management/Administrations. OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. Minimum Qualifications GG-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience implementing an Information Security and/or Personnel Security program at the Sensitive Compartmented Information (SCI) level or in a Sensitive Compartmented Information Facility (SCIF). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Homeland Security, or Security Management/Administrations.
