Summary This SECURITY SPECIALIST position is located in Advanced Programs Office (APO), Special Access Program (SAP) Branch of an Air National Guard (ANG) Wing supporting fighter or bomber aircraft and is part of the CA 144 FW. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the SECURITY SPECIALIST, GS-0080-11, is to serve in assistance to a higher-graded security specialist and security advisor to execute oversight and management of security in support of special access programs (SAPs) in one or more Special Access Program Facilities (SAPFs). Duties provide specialized security policy and support for Special Access Programs to ensure the mission is not compromised; provide an effective security program to ensure information and material affecting national defense are protected from unauthorized disclosure, espionage and sabotage; ensuring granted individuals possess and maintain access to program information consistent with the interest and needs of national security and defense. Performs duties and responsibilities associated with two or more security program areas in one or more assigned SAPFs. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Military Grades: E-5 through E-8 Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must be able to obtain and maintain a TSI with access to SCI and SAPs. This position is designated a national security position. Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test. Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. Qualifications General Experience: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; Able to apply procedures and directives by reading and interpreting technical material; Ability to communicate clearly and effectively orally and in writing, using presentation and report formats; Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; Learned ability to assess the surrounding environment to recognize immediate risk levels; Education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career SECURITY SPECIALIST, GS-0080-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Serving as a security professional for the development, testing, fielding, and protection of advanced and special access program technologies; Establishing local procedures for processing requests for security accesses for military, civilian, and contractor personnel; Initiating and reviewing all requests for personnel security investigations consistent with directives; Implementing and administering the SAP physical security program. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
