The primary purpose of this position is to serve as the 20th Intelligence Squadron Security Manager providing information, industrial, personnel, and physical security program functions at both the Sensitive Compartmented Information (SCI) and collateral levels in support of the organization. Responsibilities -Implements and administers the Information Security Program for the squadron. Implements DoD, HQ USAF, and MAJCOM/FOA policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the squadron's activities. -Administers the Industrial Security Program for the squadron. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language. Reviews DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval. Conducts initial facility security clearance surveys of contractor facilities to determine their ability to work with and store classified and sensitive information, including information generated or stored in Automated Information Systems (AIS); provide for proper personnel security administration, such as proper visitor controls; and physical security provisions and safeguards. -Administers the Personnel Security Program for the squadron. Implements local procedures for processing requests for security clearances for military and civilian personnel. Initiates and reviews all requests for personnel security investigations consistent with directives. Ensures that requests for security clearances are properly screened and verified, and that all necessary forms and documentation have been completed before processing for clearances. -Implements and administers the Physical Security Program. Provides program management for the Physical Security Program. Develops guidance and procedures that form the basis for the organization's physical security operations that meet directives, local conditions, and requirements. Conducts evaluations and assessments of security operations, and takes, coordinates, or recommends corrective actions as required. Responsible for the security deviation program. -Assists commander by implementing security education and motivation programs. Advises leadership of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness. Recommends methods of adapting regulations to the local serviced organizations. Requirements Conditions of Employment Qualifications This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Examples of creditable experience include: Knowledge of the principles, policy, procedures and methodology of security administration and skill in applying practical knowledge of applied security principles, concepts, and methodologies. Skills have been gained through experience or education to carry out difficult assignments independently. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONT'D: 1. This position has been designated a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 3.KEY: The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
