Security Specialist (Port/Recovery)
Summary This vacancy is for a GS343-14 Security Specialist (Port/Recovery) located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Director of Inspections & Compliance, Office of Port & Facility Compliance, Domestic Ports Division (CG-FAC-1), Washington, DC. Responsibilities As a Security Specialist (Port/Recovery), you will serve as the program manager for all oversight of the planning and coordination of the Area Maritime Security (AMS) programs and committees, Port Readiness Committees, Harbor Safety Committees, port stakeholders, other Federal, state, local and tribal agencies and entities, and maritime industry personnel, regarding port safety and security. This position is also responsible for interagency operations, agreements, and development of new contacts (both internal and external to the agency) to obtain needed information. Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Providing professional expertise, including risk analysis, assistance and recommendations to senior staff in implementing and maintaining required maritime security regimes, necessary for the protection of navigable waterways, personnel, critical infrastructure and vessels from intentional destruction, loss or damage. Developing, administering, reviewing, and analyzing new laws, regulations, and other directives impacting maritime security in the area of responsibility (AOR) and assisting field units in implementing new directives. Coordinating, supervising and providing subject matter expert assistance for periodic validation of port-wide Area Maritime Security Assessments, and developing, maintaining and ensuring the Area Maritime Security Plan (AMSP) is updated, maintained, and exercised in accordance with requirements. Engaging with industry stakeholders and other government agencies on routine basis to ensure maritime security awareness, that required maritime security measures are understood and met, and to ensuring stakeholders' concerns are addressed. Serving as program spokesperson at public meetings, hearings, and briefings related to maritime and port security. Qualifications To qualify for the GS-14 grade level, applicants must have one (1) full year of specialized experience equivalent to the next lowest grade level, GS-13 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Measuring the effectiveness of existing security practices related to maritime security. Serving as a spokesperson at public meetings, hearings, and briefings related to maritime and port security. Assisting in the establishment of maritime security measures. Coordinating and/or planning and developing assessments of maritime security exercises. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
