Security Team Chief

The Massachusetts Department of Public Health (DPH) seeks an experienced security leader to serve as our Security Team Chief. The Security Team Chief is responsible for ensuring and maintaining the safety and security of the DPH Jamaica Plain Campus. The Jamaica Plain Campus includes a range of public health programming. This includes food protection, infectious disease response, and 18 public health laboratories. The State Public Health Laboratory (SPHL), located on this campus, includes BioSafety Level (BSL) III laboratories that test highly infectious agents. The SPHL is part of a national response system for chemical and biological threats. These programs are highly regulated and operate under specific safety and security protocols. The Security Team Chief will establish, monitor, maintain and enforce appropriate security procedures. This includes the supervision, training, and evaluation of security personnel. This position involves participation in planning activities, development of reports and liaising with law enforcement agencies as needed, to assure security for this 24/7 secure campus.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Plans, establishes, and monitors standard operating procedures (SOP) in regard to campus safety and security.Maintains a secure Campus perimeter at all times by patrolling and monitoring and by overseeing patrol staff.Supervises Security Team Specialists and contracted security staff to ensure duties are performed in conformance with established procedures.Responds to, documents, and reports security incidents according to established protocol.In the absence of the Security and Life Safety Coordinator, assures appropriate and timely notification to leadership, including the Laboratory Director and Principal Investigators associated with labs where incidents occur.Engages MDPH management regarding security and safety incidents.Coordinates with facility and laboratory safety and security staff to provide guidance and training to staff and visitors.Plans, oversees, and participates in training for Security Team Specialists and security contractors on safety and security procedures with emphasis on laboratory operations and providing security in a BSL III environment.Monitors employee and visitor identification for building access and oversees visitor security screening.Monitors and maintains camera security systems and recordings.Operate such equipment as two-way radios, public address systems, emergency medical equipment, office machines, computers, and security associated equipment at a supervisory level.Assigned as an on-call supervisor as needed on nights and weekends.Coordinates facility access for contractors working on the campus working on the campus. In the absence of the Security and Life Safety Coordinator, obtains approvals and contractor identification with the MDPH Lab Security Manager.Responds with security measures to weather, fire, and HVAC alarms that impact facility operations.Coordinates security measures with MDPH programmatic staff regarding visitors attending conferences, meetings, workshops, training courses held during the day, or attendees at conferences and meetings held in the evening or on weekends.In the absence of the Security and Life Safety Coordinator, acts as Incident Commander in life safety situations, such as evacuation drills.Maintains relationships with professional law enforcement agencies/departments including Massachusetts State Police and local police.Assures that safety and security equipment and systems are operating and makes recommendations regarding security equipment purchases.Makes recommendations for security related policies and procedures to the Security and Life Safety Coordinator and management.Serve as liaison between administrative and security personnel and coordinate the activities of first responders and law enforcement with other agencies to keep parties informed, to encourage communication and to support the achievement of common goals.Schedule work for subordinates to ensure adequate operational coverage to maintain the safety of the campus.Participates in security planning activities for the MDPH Jamaica Plain Campus.Motivates subordinates to work effectively; monitors staff performance and determines the need for disciplinary action and/or initiates such action.Perform related duties such as requisitioning supplies and equipment and supervising the storage, use and maintenance of security department equipment.

Required Qualifications:

Ability to prepare and submit reports and documentation for institution administration and for local, state and federal law enforcement agencies.Capability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.Means to interact with people who are under physical and/or emotional stress.Potential to establish rapport with persons from different ethnic, cultural and/or economic backgrounds.Power to remain calm and exercise sound judgment in emergency, stressful, dangerous, and/or emotionally charged situations.Able to make decisions and act quickly in emergency or dangerous situations.Ability to exercise discretion in handling confidential information.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS)

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.

The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).
