Summary:
This role performs critical outreach functions on behalf of the Office of Business Development, interfacing directly with partners within NJ TRANSIT and beyond, in the agency’s communities.
Roles and Responsibilities:
+ Facilitates the implementation of NJ TRANSIT’s Office of Business Development (OBD) Disadvantaged Business Enterprise (DBE) outreach plan which targets and recruits high-potential qualified applicants, including but not limited to Minority/Women-Owned Business Enterprises (M/W/BEs) for application/participation in NJ TRANSIT’s DBE program. Participates in all aspects of outreach events, including but not limited to all logistical aspects of OBD’s attendance and participation in internal/external high potential DBE candidate related events, NJ TRANSIT hosted DBE recruitment and networking and business development events. Supports ongoing contact and customer service support with event attendees, community stakeholders, business partners and event organizers.
+ Generates reports that track and monitor DBE, SBE and Disabled Veteran-Owned Business (DVOB) participation and performance on NJ TRANSIT contracts across various critical characteristics using NJ TRANSIT Compliance Management System software, Power BI, Excel and other software tools. Performs tracking and reporting functions on return on investment from OBD outreach efforts (E-blasts, advertising, website promotion) and actual attendance at outreach events and eventual certification. Supports the development of other reports as needed.
+ Serves as primary liaison with OBD compliance management system software vendor and other external training/resource partners. Superuser for proprietary departmental software. Trains new employees on software system functionality and resources. Reports and manages software bugs/issues to software vendor partners. Responsible for the administration of all compliance management system support tickets.
+ Provides logistical and administrative support for OBD special projects and initiatives that implement DBE/SBE compliance best practices and enhance OBD’s effectiveness in supporting DBEs and SBEs, and DVOBs, including but not limited to the development of disparity studies, bonding and capacity building workshops, and mentor-protégé programs. Provides logistical and administrative support to the development and delivery of training programs to support DBE business development including but not limited to OBD’s signature DBE Certification and Onboarding workshops.
+ Supports the timely and accurate reporting of NJ TRANSIT’s D/S/M/W/DVOB performance to federal, state, local and internal stakeholders, in compliance with internal procedural and external regulatory requirements, as well as upon request. Participates in external meetings with business partners and stakeholder groups on DBE/SBE/DVOB related issues as assigned.
+ Performs DBE/SBE certification and contract compliance functions as needed and supports other OBD projects and initiatives as assigned.
Education, Experience, and Qualifications:
+ Bachelor’s Degree from a US Department of Education accredited college or university, and three (3) years of experience in a professional/corporate setting, including at least one (1) year of applied experience in DBE/SBE/M/W/BE program administration and/or Procurement/Contract Administration, in a compliance function.
Knowledge and Skills:
+ Excellent professional oral and written communication and presentation skills required.
+ Proficiency in Microsoft Office suite (MS Word, Excel and PowerPoint, at minimum) and demonstrated competency in generating, formatting and analyzing data for reports required.
+ Training and facilitation experience preferred.
