THE ROLE
The Information Technology Analyst 3 will manage the application development of the Office of Early Childhood's data systems. The successful candidate will play a pivotal role in development and maintenance of some of our application servers and User Interface. Some key responsibilities include:
+ Managing and leading a complex database architecture design.
+ Developing complex applications and database administration.
+ Mentoring junior developers with standard methodologies.
+ Managing the Cloud Migration activities and support in Azure Cloud.
+ Developing User Interface (UI) Applications and Professional Web Applications.
+ Installing and creating server objects, data sources and data sets.
+ Supporting Agency software and applications.
+ Creating Technical Design Documents.
+ Working closely with the Customer Success Manager, agency leadership, and business directors.
+ Gaining a comprehensive understanding of the early childhood business segment and specific requirements of the data systems.
+ Making informed technical decisions based on a deep understanding of the overall landscape and specific needs of the early childhood business segment.
+ Comprehending systems and associated community portals, including their designs and business rules and other relevant components.
+ Providing support and conducting user acceptance testing and ongoing production checks for batch runs, reports including working with the team to communicate and troubleshoot deficiencies.
+ Reviewing and collaborating on the build and implementation.

The State of Connecticut is undergoing a strategic optimization of our Information Technology (IT) resources, to deliver enterprise-wide services, in more efficient and innovative ways. We are setting trends, not following them. As part of these efforts, the Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch, Agency IT organizations, to form a new, centralized team under the Bureau of Information Technology Solutions (BITS).
The OEC is a unique state agency in CT that helps families with young children achieve better outcomes. As a relatively new state agency, the OEC is mandated in its enabling to be data-driven, human-centered, and results-focused. We touch the lives of over 200,000 young children, parents, and caregivers annually through our integrated focus on early care, education programs, safety supports, home visiting programs, and other critical early childhood services. By scale of funding, OEC is one of the largest departments of CT State Government, deploying and leveraging approximately half of a billion dollars each year in service of vulnerable families and communities. CT is a leader in the coordination of early childhood programs throughout the country, whereas early childhood programming in most states is fragmented across multiple programs that families must navigate. Only a handful of states have created agencies dedicated to integrating support for families with young children, and only CT has a clear data-driven mandate. New parenthood and early childhood are extremely important moments in a person's life and experiences during this time can have significant and long-lasting impacts.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency Information Technology (IT) environment this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support.
EXAMPLES OF DUTIES
All Functional Areas
+ Diagnoses host system problems and develops and coordinates resolutions;
+ Manages planning, analysis, design, selection, installation and implementation of new technologies;
+ Evaluates new technologies;
+ Tests and evaluates new hardware and/or software;
+ Makes recommendations for hardware and/or software purchases;
+ Determines interface and utility requirements and creates design specifications;

Database Administration
+ Provides advanced level database support and troubleshooting;
+ Designs, installs, tunes and maintains integrity of major host-based database;
+ Leads integration efforts, transitioning applications to new technology;

Network Support
+ Designs and implements complex communications networks;
+ Diagnoses and resolves problems using network management systems and utilities;

IT Security
+ Develops, tests and maintains agency disaster recovery plans designed to restore IT system operability;
+ Develops processes and procedures in support of IT Business Continuity Planning;
+ Conducts platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions;
+ Conducts risk analysis of IT environments by assessing administrative, technical and physical safeguards;
+ Performs IT investigations to include maintaining chain of custody procedures;
+ Performs forensics and documents detailed reports of findings;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in such areas as: assisting in the design, implementation and management of a major communications network; providing technical and administrative support for a wide area network (WAN) or mini-computer system; assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software; participating in the design and development of system applications; serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects; performing any closely related complex technical support function.
NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience with Azure Cloud application development using .NET Framework and web technologies.
+ Experience with Visual Studio 2017 or later, Model-View-Controller (MVC) architecture, CSharp (C#), Visual Basic .NET (VB.NET), Active Server Pages .NET (ASP.NET), JavaScript, Cascading Style Sheets (CSS), Angular, and React.
+ Experience with Microsoft Cloud Technology, including Structured Query Language (SQL) as a Service (SaaS) and container services.
+ Experience with Azure DevOps or other repository solutions.
+ Experience with Agile and traditional project development methodologies.
