Senior Acquisition & Assistance Advisor

ANALYGENCE supports the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The Senior Advisor will work directly with the M/OAA Policy Division which operates under the strategic leadership of the Deputy Director for Accountability, Compliance, Transparency and Systems Support (M/OAA/ACTS). The Senior Advisor will provide research, analytical, and technical services to assist in the formulation and implementation of solutions which reduce regulatory barriers and overly burdensome requirements in Acquisition and Assistance regulations, policy and procedures, in support of USAID goals for localization and streamlining.

 

Duties:

 

Research procurement and assistance laws, regulations and policy to inform case development, draft case documentation and coordinate consensus among multiple stakeholdersAnalyze and prepare responses to comments from the Federal Acquisition Regulations Council, OMB, industry associations, and other stakeholdersFormulate and justify new statutory and regulatory initiatives to address barriers to local partnerships and resolve critical acquisition and assistance process problemsDraft any proposed revisions to the statutory text to outline the proposed amendments and/or regulatory revisions and assist in chaperoning these regulatory changes through the legislative and/or rule-making process as well as internal Agency clearance processes;Draft Agency policy and guidance in consultation with Agency specialists and stakeholders.Provide expert responses to Congressional correspondence on complex and controversial issues, drafts, testimony and presentations designed to obtain USAID goals and objectives;Serve as principal advisor(s) to M/OAA on assigned areas of work;Guide development of and draft key messages and talking points for USAID officials; Write and present decision points for leadership, prepare formal responses to requests for information.Candidates must be available for domestic assignment. Remote telework is currently authorized. Must be approved for facility access based on government background investigationRequires 10 or more years of broad and extensive A&A or related experience.Must possess extensive knowledge of Federal Acquisition Regulation (FAR) and uniform administrative requirements for assistance in 2 CFR 200.  Knowledge of USAID Acquisition Regulation (AIDAR) and USAID Assistance regulations at 2 CFR 700 is desired but not required.Must have extensive experience as an analyst or legal advisor in regulation and agency policy formation in the areas of acquisition and/or assistance.Skill in the use of most elements of desktop and cloud-based office productivity software (e.g. word processors, spreadsheets, and presentations) is required.Must hold an undergraduate degree from an accredited school (advanced degree preferred).Ability to work effectively with individuals from diverse backgrounds and perspectives.
