Senior Administrative Specialist - Secret Clearance
Overview On behalf of the American people, the U.S. Agency for International Development (USAID) promotes and demonstrates democratic values abroad, and advances a free, peaceful, prosperous world. In support of America's foreign policy, the U.S. Agency for International Development leads the U.S. Government's international development and disaster assistance through partnerships and investments that save lives, reduce poverty, strengthen democratic governance, and help people emerge from humanitarian crises and progress beyond assistance. The USAID Administrator provides overall direction to the Agency in its administration of the U.S. foreign economic assistance programs and the appropriations made available for such purposes under the Foreign Assistance Act of 1961, as amended. The Office of the General Counsel (GC) provides legal advice, counsel, and services to the Agency and its officials and ensures that USAID programs are administered in accordance with law, regulation, and policy. GC also advises on legal matters concerning the operation and administration of USAID programs, and on matters relating to legislation or proposed legislation affecting USAID. GC provides advice and guidance on congressional investigations and determines what legal courses of action are appropriate for the Agency. GC also maintains liaison with other government organizations to provide advice or assistance in interpreting or applying the legal authorities of the Agency and represents USAID in connection with legal matters affecting it. The Administrative Specialist performs a variety of both complex and routine administrative duties that are critical to the overall functioning of the Office of the General Counsel (GC). The duties range from basic office tasks such as answering multi-line telephones and managing official correspondence, to more complex tasks such as researching and summarizing information, tracking meeting deliverables, providing input on special projects and crafting and implementing office initiatives regarding space, knowledge management, staff morale and office improvement. The incumbent must be highly motivated, self-directed, organized and have strong interpersonal communication skills. Responsibilities Serve as the Content manager for all General Counsel knowledge management systems, with responsibility for assembling, tracking and updating internal and external GC Agency websites. Lead GC DEIA efforts including the formulation of a DEIA committee, identifying leadership for the committee, crafting and implementing a DEIA action plan, co-leading a DEIA retreat and ensuring appropriate utilization of GC’s DEIA Advisor as well as responding to Front Office DEIA taskings and briefing GC leadership on DEIA efforts and achievements. Designs, drafts, and issues Monthly GC Bulletins, an internal GC communications product, coordinating input from attorneys to relay timely updates on forthcoming events, policy directives, legislative updates, legal opinions, staffing updates, Administration priorities, etc. Lead GC Intern Committee, assisting with solicitation, recruitment, selection, onboarding, and management of GC interns including monitoring their assignments and workload. Lead GC’s foundational attorney training program by coordinating and scheduling over 40 substantive sessions. Collect and implement feedback, schedule, and maintain training materials for new lawyers to the Agency. Support and lead office initiatives for community building, involving coordination with internal and external lawyers and clients. Lead and Execute Large Events such as retreats, Group Meetings and Gatherings. Manage FS and CS Deputy General Counsels Tasking materials, deadlines, approvals, signatures, etc. Acts as backstop receptionist for the Office of the General Counsel responsible for directing office traffic, screening, and routing telephone calls, greeting, and directing office visitors. Manages short-term and long-term calendars of GC principals and provides backstop support for comparable positions within the immediate office. Responsible for developing and implementing GC standard operating procedures for GC-funded travel arrangements and provided direct travel support to GC leadership including to facilitate travel arrangements and adjustments to itineraries, obtain requisite country clearance and visas, and assist leadership in completing post-travel requirements. Responds to routine inquiries and inquiries requiring knowledge of the organization’s activities or its internal administrative procedures. Applies administrative program policies and regulations and maintains various systems for use in management and direction of programs. Drafts correspondence, recommendations, reports, and memoranda related to administrative programs and issues. Retrieves, collects, and compiles information from electronic files and databases in response to requests or inquiries. Coordinates logistics for conference room reservations (audio-visual equipment, room set-up, special accommodations, etc.) for events coordinated by GC. Provides advice and guidance to managers and employees on questions and situations related to administrative services. Coordinates with Administrative Management Services (AMS) team on various tasks such as supply/equipment requisition, inventory retrieval and storage, facilities maintenance, and information technology issues. Acts as primary liaison to AMS officers in processing, monitoring, and tracking deadlines for performance management, awards and staff recognition processing, recruitment and staffing, personnel actions, leave administration, and off-boarding and on-boarding in accordance with Agency deadlines. Maintains and updates GC contact lists, listservs, databases, and directories. Guides the progress of multiple special projects and activities with varying timelines and due dates and monitors and tracks status to ensure suspense dates are met. Interacts with Agency bureau/independent office administrative staff and the interagency community to coordinate a variety of administrative tasks. Records daily labor hours for direct hire staff in GovTA timekeeping system as designated timekeeper for GC. Performs other duties as assigned. Qualifications Proficiency in the use of Google Applications (inc. Mail, Calendar, Drive, Docs, Slides) and Microsoft Office Suite (Word, Excel, Power Point) Ability to work in a fast-paced environment with competing and shifting priorities; Ability to efficiently multitask and prioritize workload accordingly; Ability to establish and maintain effective working relationships and interact with people at all management and support levels; and U.S. citizen eligible to obtain a secret level security clearance. Bachelor’s Degree or six (6) years of relevant experience. USAID Assumptions and Constraints: 1. Support may be required outside of core hours. 2.
