Senior Advisor
Summary This position is located in the Office of the Inspector General (OIG), Office of Audits (OA) and reports directly to the Deputy Inspector General for Audits (DIGA). Based on proven experience with advising the highest levels of an organization, the Senior Advisor serves as an advisor to the DIGA and Assistant Inspector Generals for Audits (AIGA) on addressing highly complex and sensitive matters relating to the operations of the Office of Audits. Responsibilities Major duties and responsibilities include, but are not limited to: The incumbent of this position serves as the functional expert and senior advisor to the Office of Audits (OA), Deputy Inspector General for Audits (DIGA) in the Office of the Inspector General (OIG) for government auditing standards; auditing theory and principles including, for example, the Inspector General Act; recommendation follow-up and compliance; and interagency coordination, for example, with the General Accounting Office (GAO) and Council of the Inspector General on Integrity and Efficiency (CIGIE). Works collaboratively with the Front Office staff to assist the DIGA with preparation for engagement with senior DHS leadership and other stakeholders regarding the Office of Audits' work to prevent waste, fraud, and abuse. The Senior Advisor creates and maintains cross-departmental relationships to enable leadership success. Identifies strategies or methodologies for improving Office of Audits performance, productivity, or continuity of operations. Assists the DIGA in establishing strategic direction for the Office of Audits, setting strategic goals and objectives, and formulating implementation plans for executing initiatives and tracking progress towards goals. Reviews and analyzes internal programs and provides expert policy and strategic advice regarding internal practices, policies, and relevant authorities. The Senior Advisor analyzes, evaluates, and provides advice and guidance on improving the effectiveness and productivity of work methods and procedures, resource utilization, management controls, and similar functions related to the management and workflow of audit projects and reports; drafts position statements in response to results of internal/external audits; and manages the audit annual planning. Reviews and analyzes legislative actions impacting the Office of Audits' workplan. The Senior advisor keeps abreast of Department initiative and areas of high-risk; assists DIGA to track and measure accountability and results related to audit project metrics; analyzes legislation and agency policies and provides input in response to request for comments in establishing the OIG's position on proposed legislation, regulations, or policy directives pertaining to audits of programs, functions, and operations; collaborate with the Office of Legislative Affairs to identify Congressional mandates and monitors their execution. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Demonstrated experience in applying auditing principles, concepts, techniques, and standards promulgated by the GAO, AICPA, and other professional organizations in the development and execution of OIG's strategic goals and objectives. 2. Demonstrated experience leading and directing initiatives that improve the efficiency and effectiveness of complex organizations, including planning, managing, and implementing complex projects; defining projects' scope, resources, goals, and deliverables. Experience working across internal and external organizational entities to ensure project execution. Time in grade is not required for Senior Level (SL) position.
