Summary This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the National Coordinator for Health Information Technology , located in Anywhere in the U.S. (remote job). Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Responsibilities The purpose of this position is to serve as the Senior Advisor to the National Coordinator for HIT, Executive Director, OTECH, other ONC Senior Executives, and the National Coordinator as a confidential advisor in the area of 21st Century Cures Act strategic initiatives. The incumbent reports directly to the Executive Director, OTECH. The incumbent works as a 21st Century Cures Act consultant and is responsible for advisory services that: (1) provide state-of-the art management techniques that encompass a broad spectrum of organizational and managerial issues; (2) provide visionary leadership and establishing direction for comprehensive strategic initiatives in the areas of organizational development and succession planning; and, (3) plans, coordinates, develops guidance for, and leads comprehensive management analyses to improve the overall integration of the Agency's planning and outcomes. The issues handled by the incumbent are broad, complex, controversial, and highly sensitive, having an impact across the staff division in general with emphasis on the employee outlook and ONC's ability to support its national agenda through appropriate staffing. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties listed below: Communicating complex, technical, and often controversial issues to a variety of stakeholders, both in briefing executives and in formal writing for publication. Exercising expert negotiation skills and build coalitions, using existing relationships with key agency officials, in facilitating inter-agency discussions and stakeholder engagements to resolve conflicts and reach consensus. Providing guidance and recommendations on policy and projects, using analytical methods and expertise to inform executives and determine paths forward. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
